OSPI Programs
  • $1.8 million for development of school district financial health and monitoring system (Sec 501(1)(b))
    • Districts will be placed within one of three financial health categories based on up to six different measures.
    • Implemented in 2008-2009.

  • $7.6 million for scholarship loans and mentor stipends for candidates seeking an endorsement in special education, math, science, or bilingual education. (Sec 501(1)(d))

  • $6.4 million for distribution of Navigation 101 curriculum to all districts (Sec 501(2)(c)(ix))
  • Includes grants to at least one hundred school districts for implementation in each year

  • Staffing formulas unchanged with the following exception
    • One additional cert instructor per 25 students in grades 6-12 math and science classes only for districts with grades 6-12 class sizes in excess of 25 students (Sec 502(2)(b))
    • Not part of basic ed funding

  • Cost of Living Adjustments (Sec 504(1)(a))
    • 2007-2008: 3.4%
    • 2008-2009: 2.6%
  • Additional base salary increases to all 262 districts not grandfathered (Sec 504((1)(b))
    • Intent is to reduce grandfathered districts to 24 in 07-08 and 13 in 08-09
    • Applies to cert instructional/admin and classified staff salaries.

  • Funding Formula based on two categories (Sec 507(5)(a)):
    • ages 0-4 and 5 yo not enrolled in K (BEA * 1.15, no enrollment percentage limit); and
    • 5-21 (BEA * .9309, limited to 12.7% of enrollment)

  • Safety Net (Sec 507(8)(c)
    • High needs individuals application continues
    • New application category added: Extraordinary costs associated with communities that draw a larger number of families with children in need of special education services

  • Additional Professional Development Days (Sec 513(6)-(8))
    • Two per year for 4th and 5th grade certs for math and science standard and curriculum implementation
    • Three per year for middle and high school math and science teachers.
    • Five additional days for one math teacher and one science teacher in each middle and high school in every district.

  • $42 million provided for all day kindergarten (Sec 513(14))
  • Available for students eligible for Free and Reduced Lunch at the highest poverty schools (top 10% in 07-08, top 20% in 08-09)
  • Funding for ½ day only

  • Increase from 06-07 per student amount to 07-08 per student amount is $75. (Sec 517)
  • “…districts shall prioritize the use of the increase…for class size reductions in kindergarten through third grade.
