  3. Invitation to Qualify Q. What is it? A. It is a procurement that provides contractors an opportunity to do business with the Commonwealth through an application and evaluation process in order to become prequalified for specific services.

  4. Invitation to Qualify Advantages • Provides a much larger pool of contractors from which the Department may draw to provide specific services. • Provides a streamlined, more efficient method to put specified services in place and eliminates having to bid each time.

Invitation to QualifyAdvantages (cont’d) • Provides the field with a contracting vehicle that is convenient, consistent in the procedures required, and relatively simple to use. • Provides standardized, more objective evaluation procedures and prequalification methodologies. • Provides uniformity, fosters competition, and helps to ensure a better “product” for the Department.

ITQ 353A01 – Fee Appraisers Selection Criteria Low Quote Best Value - The process of selecting the quote which provides the greatest value to the Department based on evaluating and comparing all pertinent criteria including cost, so that the overall combination which best suits the Department’s needs is selected.
