Project Context • México’ situation • 112 million inhabitants; 32 States (1 million SMEs; 1.1 million transformers, one government power supplier, CFE) • Legal framework • National Waste Management Law since 2004 (to fulfill Stockholm Convention); 15000 tonnes of PCBs already eliminated • Standard 133 specifically regulates PCBs management and elimination since 2002; (gaps found) • Inventory • 416 sites sampled (1291 transformers, 54% in • industry and 46% sensitive sites) • 5.7% positive: >50 ppm (45227 tonnes in Country) • 33% between 5 and 49.9 ppm (75057 tonnes in • Country)

What makes project special and successful • Project focus is on population protection through work with SMEs and Sensitive Sites • Local awareness strategy in process; • Training material for maintenance workshops and for SMEs management in progress • Wide diffusion with all actors, particularly • decision makers • Integrated Services Management System • Involves all actors, all aspects (legal, • technological and financial) specifically • for country at local and federal levels • Incorporates transformers of water wells • as sensitive sites

People and local governments Involvement (two cases) • Small Community Protection • San Felipe Nuevo Mercurio, small community in the State of Zacatecas • PCBs content in blood level of the population had been determined as above limits • Replaced contaminated metal construction materials with safe ones (252 tonnes) • Destruction of two transformers achieved via work in pilot project in Municipality (Awareness) • One transformer with Pure PCBs in a private • enterprise • Other large transformer in private enterprise • was eliminated (had less than 50 ppm PCBs) • just by awareness

People and local governments involvement (Cont.) • Enforcement Capacities Strengthening • National Standard proposal developed to include maintenance workshops control and retrofilling/destruction as option • Awareness and Training • 1181 people took part in awareness events throughout 13 states of the country : from federal and local governments to hospitals • Awareness for planning of PCBs destruction and accompaniment in the whole process • 345 people trained in inspection and analyses • from 8 states • Analytical capacities strengthening developed • in Universities

Focus on States and municipal pilots • Main findings from Pilot projects: • Cross contamination by bad maintenance practices as main cause, larger than anticipated, therefore retrofilling and/or in situ destruction as options • Legal gaps in national standard to be covered • Contamination found through all ages and sizes of transformers • Importance of local authorities for helping in the enforcement • Better management of destruction required • Pilot Project strategy to test, refine and project to all country • Tested in one municipality CuautitlánIzcalli (800000 inhabitants) and in one state Guanajuato (5.5 million inhabitants) • 7 small maintenance workshops diagnosed and in process of improvement • 4 universities to improve analytical techniques capacities

Description of management system (ISMS) for SMEs and sensitive sites • Involves assessment of all aspects and actors: • Biddings for destruction under more strict rules to make process less expensive • Evaluation of local and national costs • Retro filling and in situ destruction as options • Service suppliers of chemical analyses, • maintenance, transport, storage • and destruction • Continuous Refinement of scheme for management sequence: With more involvement, legal aspects, technical options, availability and real disaggregated costs

Following Steps • Develop Pilot Projects in 3 other States: Chiapas, Distrito Federal (México City) and Nuevo León (18 million people) • Implementation and refinement of ISMS • Extended Inventory: 6 additional States and Airports, SMEs, Army and PEMEX • Good practices extensive training and Guide for Maintenance workshops • Destruction continued: SMEs, Sensitive sites and likely CFE • Commitment of Federal Authorities is in place for extension to all country after project ends, including it in the Environmental Sectorial National Plan 2012-2018
