Technical Area Work Release Program - Ensuring Safety for Non-Resident Workers

This program ensures that non-resident workers obtain a Technical Area Work Release before performing work activities in technical areas. It promotes communication between responsible individuals and non-resident workers to ensure worker safety and the integrity of processes and equipment.

  2. LBNL’s new Work Planning and Control program calls for release of work in non-resident space. In May 2011 Facilities implemented release requirements for Facilities personnel working in non-resident space. Accelerated process prompted by HSS assist visit.   3. A Technical Area Work Release must be obtained before a non-resident worker can perform a work activity in a technical area. Divisions are ultimately responsible for the release of technical areas under their control and are allowed flexibility in arranging points of contact for Technical Area Work Release.  The Technical Area Work Release process is intended to provide for communication between the person responsible for the technical area (e.g., area safety leader, facility manager, lab lead PI, work lead) and the non-resident worker(s) coming into that area to carry out assigned work. The primary purpose is the communication by the person responsible for the technical area to the non-resident worker(s) of hazards associated with operations/processes/experiments (not including those associated with building/facility infrastructure) carried out in the technical area in order to ensure that worker’s safety. A second purpose is to promote communication between the person responsible for the technical area and the non-resident worker(s) to ensure the integrity of processes, experiments and equipment in the Technical Area.   4. Divisions Identify technical areas and responsible individuals. DSC’s facilitate & update catalog of technical areas and their TAWR’s. Technical Area Work Releaser May also be an area safety leader, manager, supervisor or work lead. Maintains sufficient knowledge of hazards associated with the technical area’s operations and experiments to communicate those hazards to non-resident workers. Determines if a pre-job discussion with the non-resident worker is necessary prior to release of technical area. Communicates hazards associated with technical area. Releases technical area for work by non-resident worker. Non-resident Worker Communicates to technical area work releaser nature of work, so that potential impacts to research/lab equipment can be assessed by the technical area work releaser. Conducts only work for which one is qualified and trained. Performs work in technical areas only after obtaining release from the designated technical area work releaser. Performs only the work scope that was released. Roles & Responsibilities

  5. Releaser determines the necessity for a pre-job briefing. Release can be accomplished by escort. Escorted release does not require documentation of its occurrence. Allows for blanket release of commonly performed tasks (e.g., fume hood or safety shower testing, hazardous waste pickups, trash removal). Graded Approach

Develop division-accessible system for updating technical areas, releaser information and blanket release Facilities Division is lead on project, business requirements under development System available (rough timeline) Includes routine activities performed by other Operations Divisions available for blanket release (e.g. hazardous waste pickups) Escalation feature to prevent delays in releasing technical areas Transition to division-accessible system Facilities migrates current technical area and releaser data Pilot the process in several divisions, adjust process/system accordingly Divisions update technical areas/releasers data and select blanket release options, as applicable Implementation
