  14. PROCEDURES AND SAFETY • SMS PROGRAMS HAVE BEEN INITATED AT TEB WITH ALL FBOs and 135 CHARTER OPERATORS SIGNED UP. AIRPORT OPERATIONS IS WORKING WITH NATA ON AN APPROPRIATE AIRPORT PROGRAM. • TETERBORO AIRPORT QUIET FLYING PROGRAM FOR FIXED WING AIRCRAFT FLIGHT CREW HANDBOOK OVER 3000 DISTRIBUTED AND INTO THE SECOND PRINTING.
