Information about the Association members • The Association represents the Personal/Private Search Market • The Association has 160 fee payable members and 3 industry partners • All members are private sector companies • All members procure and value add to PSI every day • Due to the data provisions accrued daily, IPSA do not award for PSI re-use • Within the new web format – case studies will be available for download on X-Press Legal Services Jane Foster and Town & Country Property Steve Davies and Local Authority Search Network

Information about the Associations policy on PSI re-use • No direct policy is available in written text • We issue guidance on PSI access • IPSA support every member by engaging with PSI holders on every level • Due to the fundamental nature of PSI on day to day trading, we engage Local Government daily IPSA Access Hero’s • Anthony Douglas, Peter Elkin, Nina Ashcroft and David Kaye (chair)

Information about the Associations actions on PSI re-use • Since 1st July 2005 - what actions has the Association taken with respect to the re-use of PSI? • IPSA have lobbied and engaged Central Government Ministers – • DEfRA • The DCA • The ODPM (now the CLG) • LGA and the CML • conducted postal surveys for PSI Access and Pricing (854 recipients) – • EIR (poor results) resulting in ICO education leaflets • FOI (total cost for access - £66 million) Successes • IPSA joins Central Government Working Groups • IPSA joins Bank of England SME Sector Advisory Panel • IPSA has direct access to all political parties via all party advisory meetings

Information about the concerns of the Associations members on PSI re-use • Pricing, Access and Accuracy of PSI are key issues for IPSA • IPSA Members are keen for legal high court action to now proceed • IPSA instructed McMaster QC for legal opinion • Legal opinions are now interlocked with two other QC papers • Government have ignored the opinions – stating they disagree • Legal Action will probably proceed following results from consultations • We have appointed Simi Sekhon, Managing Partner of Sekhon Firth to the IPSA Board to over see and advise during the next crucial stages

Information about the concerns of the Associations members on PSI re-use • In the view of the Association - who within the membership or the Members membership is considered to be a PSI Re-use champion? From a straw poll of members selected at random – X-Press Legal Services is considered to be a PSI Re-use Champion • Delivering more than 150,000 value added legal reports containing PSI per year • X-Press Legal Services - legal action is not the preferred option • X-Press Legal Services funded surveys and key lobbying seats
