  3. LEGAL FRAMEWORK “Law on Statistics” On 11 November, 1924, a Data Counting Division was first formed under the Ministry of Internal Affairs. • Law on Statistics of Mongolia was first endorsed in 1994. • The Law was amended in 1997, 2004, 2008 and 2011.

DATA SOURCE • Statistical information is divided in to Official and Administrative. • Official statistic • Monthly • Monthly survey on industrial production • Monthly survey on producers’ price • Annual • Survey on annual statistics of establishments engaged in Industrial sector • Balance of Electricity • Balance of Thermal energy (heating) • Balance of Coal

  6. DATA SOURCE • Adminstrative report: • Monthly • Monthly report on Foreign trade /Customs General Administration/ • Number of registered establishments in Electricity and Heat sector- about 250

  7. System of the Electricity and Heat Statistics Flow of the information Enterprises Statistics division, department of the aimags and capital city NSO Ministry of Mineral resources and Energy State-owned enterprises Users

  8. Flow of the information /Monthly report/ • Entity or agency has to send its report on 2nd of the following month of the current month to the statistical division of province (district) 2. On 4th of month of the same month statistical division of province is forwarded to the NSO through telecommunication 3. Ministries and agencies send their report on 3rd of each month directly to the NSO by this form.

Flow of the information /Annual report/ • Thermal energy centers and electricity system and electricity cable office, diesel centres are responsible to report before 1st of February to the governor's office of the aimag and capital city and aggregated data should be forwarded to the NSO within 21st February.

  18. PROBLEMATIC ISSUES • Some enterprises engage in more than one activities but cannot report data for each activity because of consolidated financial statement for all activities.
