SAFETY NET THE DPIWE OH&S MANAGEMENT SYSTEM IS STRUCTURED ON ‘AUSTRALIAN STANDARDS’: AS/NZS 4804:1997 - OCCUPATIONAL HEALTH & SAFETY MANAGEMENT SYSTEMS - GENERAL GUIDELINES ON PRINCIPLES, SYSTEMS AND SUPPORTING TECHNIQUES. AS/NZS 4801:2001 - OCCUPATIONAL HEALTH & SAFETY MANAGEMENT SYSTEMS - SPECIFICATIONS WITH GUIDANCE FOR USE.

  3. SAFETY NET • THE OH&SMS REQUIREMENTS: • STRUCTURED APPROACH TO OH&S. • BASED ON ESTABLISHED & PROVEN METHODOLOGY. • ROBUST - (ABLE TO MANAGE INTEGRATION & FRAGMENTATION RESULTING FROM RESTRUCTURES). • RECOGNISED. • ABLE TO INTEGRATE WITH QUALITY ASSURANCE & ENVIRONMENTAL STANDARDS.

  4. SAFETY NET DIVISIONAL OH&S SUPPORTED AND MANAGED THROUGH THE USE OF: SafetyMAP - AUDITING HEALTH & SAFETY MANAGEMENT SYSTEMS.

SAFETY NET • ‘Safety MAP’ ADVANTAGES AT DIVISIONAL & BRANCH LEVEL: • AUDIT & GUIDANCE TOOL TO ASSIST IN MONITORING & ASSESSING OH&S PERFORMANCE. • OWNERSHIP OF OH&S. • ASSIST DIVISIONS IN MEETING OH&S REQUIREMENTS & BENCHMARKS (DEPARTMENTAL & DIVISIONAL). • ALIGNS WITH AS/NZS 4801 FOR DEPARTMENTAL AUDITING REQUIREMENTS.

SAFETY NET [OH&SMS] ORGANISATIONAL STRUCTURE • THE COMMITTEE STRUCTURE MUST MEET ORGANISATIONAL & RISK MANAGEMENT REQUIREMENTS. • MUST PROMOTE OWNERSHIP AT ALL LEVELS WITHIN THE AGENCY. • ALLOW THOSE WHO TAKE THE RISK TO OWN & MANAGE THE RISK. • ENCOURAGE INPUT AT ALL LEVELS WITHIN THE ORGANISATION.

HOW ‘SAFETY NET’ WORKS ? • HRM-OH&S ADMINISTER THE OH&SMS ON BEHALF OF THE CSOH&SC. • DIVISIONS DEVELOP THEIR OWN OH&S STRUCTURE WHICH IS ADMINISTERED INTERNALLY BY THE RESPONSIBLE OFFICER AND DIVISION HEALTH & SAFETY COMMITTEE. • DEPARTMENTAL SAFETY ISSUES ARE MONITORED BY HRM-OH&S THROUGH THE REVIEW OF OH&S DOCUMENTATION, INCIDENT REPORTING AND CONSULTATION WITH RESPONSIBLE OFFICERS AND DIVISIONAL SAFETY COMMITTEES.

AUDITING OF THE OH&SMS • SAFETY NETIS AUDITED AGAINST THE CRITERIA OF AS/NZS 4801:2001. • DIVISIONS USE SafeyMAP AS AN OH&SMS GUIDE AND INTERNAL AUDIT TOOL (THIS SYSTEM IS AVAILABLE ELECTRONICALLY & MORE USER FRIENDLY THAN AS/NZS 4801) • HRM-OH&S WILL COMMUNICATE WITH RESPONSIBLE OFFICERS AND DIVISIONAL OH&S COMMITTEES ON AUDITING REQUIREMENTS.

AUDITING OF THE OH&SMS • RANDOM ‘SNAPSHOT’ AUDITS TO ASSESS OH&S COMPLIANCE AND SYSTEMS CONFORMITY. • AUDITING IS AN ESSENTIAL REQUIREMENT OF THE OH&SMS. • REASONABLE PRIOR NOTICE OF INTERNAL COMPLIANCE AUDITS TO BE ISSUED TO RESPONSIBLE OFFICERS AND DIVISIONAL OH&S COMMITTEES (ADDITIONAL LIAISON WITH BRANCH MANAGERS & AREA SUPERVISORS ON APPROPRIATE DATES & TIMES)

  11. REPORTING STRUCTURE • THE DIVISIONS REPORT TO THE CSOH&SC VIA RESPONSIBLE OFFICERS. • COMMUNICATE WITH DIVISIONS VIA RESPONSIBLE OFFICERS, DIVISIONAL SAFETY COMMITTEES AND/OR AUTHORISED REPRESENTATIVES AS APPROPRIATE.

  12. REPORTING STRUCTURE • HRM-OH&S REPORTS ON DEPARTMENTAL HEALTH AND SAFETY + SAFETY NET STATUS AT CSOH&SC MEETINGS. THE EXECUTIVE • THE EXECUTIVE MUST ESTABLISH DEPARTMENTAL OH&S AIMS & OBJECTIVES. • BE FULLY COMMITTED TO THE PROCESS. • THE LEVEL OF INPUT & COMMITMENT (RESOURCES) TO OH&S BY THE EXECUTIVE WILL PRODUCE A COMMENSURATE RESULT.

  13. SAFETY NET - STRATEGY • AS/NZS 4804 & AS/NZS 4801 - OH&SMS FORMAT FOR DPIWE. • FORMATION OF DIVISIONAL HEALTH & SAFETY COMMITTEES. • DIVISIONAL COMMITTEES TO IMPLEMENT SafetyMAP. • UNDERTAKE GAP ANALYSIS OF PRESENT OH&SMS STATUS AGAINST NEW CRITERIA.

SAFETY NET - STRATEGY • DEPARTMENTAL ‘OH&S POLICY’ REVIEWED. • AS/NZS 4360:1999 ‘RISK MANAGEMENT’ - GENERIC OH&S RISK ASSESSMENT MODEL. • HAZARD IDENTIFICATION & RISK ASSESSMENT POLICY & GUIDELINES. • REMOTE & ISOLATED WORK POLICY & GUIDELINES. • INCIDENT REPORTING POLICY & GUIDELINES COMPLETED & IMPLEMENTED.

SAFETY NET - STRATEGY • IMPROVED OH&S REPORTING THROUGHOUT DIVISIONS & THE DEPARTMENT (REMAINS UNDER CONTINUAL REVIEW & IMPROVEMENT + MUST BE SIMPLE & USER FRIENDLY). • FORMAL DEPARTMENTAL OH&S COMMUNICATIONS STRUCTURE BEING ESTABLISHED (INFORMATION MUST BE EFFECTIVELY COMMUNICATED THROUGHOUT THE DEPARTMENT AT ALL LEVELS). • SELECTED ‘AUSTRALIAN STANDARDS’ AVAILABLE (ELECTRONICALLY) THROUGH THE DPIWE LIBRARY SERVICE (AUSTRALIAN STANDARDS SUPPORT POLICIES & GUIDELINES + ASSIST WITH MAINTAINING BEST PRACTISE).
