Availability of Low and Sulphur-free fuels • Availability is improving – but only in some Member States • Progress is expected for S-free in 2005 – several MS have legislated to ensure availability, others are using market incentives or have reached industry agreements • S-free fuels are in most cases not labelled or marketed separately, so the consumer has no conscious choice

Member State Submissions for 2004 Monitoring • Good: • All received in electronic format & most provided in 2004 Excel template; • Improved explanation of deviations & provision of comments & clarifications. • Improvements Needed: • Still gaps in a number of submissions, e.g. not reporting on all parameters; • Many still late and 3 submissions still outstanding BE, FR, LU

Sampling and Reporting • 11 MS still using national systems -explanation needed in most cases on confidence in relation to EN 14274 • Many MS using EN 14274 apply Statistical Model C – question of suitability to CEN • Some cases where there are issues with compliance with EN 14274 specifications (e.g. sampling numbers, separate Summer and Winter reports, grades not sampled) • Sampling numbers generally improved on previous years

  11. 2004 Petrol Analysis Reporting • 7 EU15 and 7 EU10 MS at least one sample non-compliant on certain parameters (10 in 2001 for EU15) • Main concerns still summer vapour pressure, RON, distillation 100oC. • Particularly high number of exceedences in Czech Republic and Poland

  12. 2004 Diesel Analysis Reporting • 1 EU15 and 6 EU10 MS at least one sample non-compliant on certain parameters (4 in 2001 for EU15) • Main concerns sulphur content, distillation 95% point • Particularly high number of exceedences in Czech Republic and Poland

  13. 2004 Summary Report • Draft report completed and sent out to Member States 7th October 2005. • Comments, corrections and amendments to be received by 4th November 2005. • Report to be finalised by mid-end November (depending on receipt of final submissions for 2004).
