  5. How Does It Work? • MoDOT provides conceptual design • MoDOT issues Request for Proposal • Contractor team selected on “Best Value” • Contractor completes the design and builds the project in parallel instead of linear path 5

  11. Deteriorated Roads and Bridges • Originally built 1930s to 1960s • Designed for slower traffic and less volume • 32 bridges • Half are near closure! I-64 over I-170 Spoede Road

  12. Congestion • On/Off ramps too short • No dedicated exit lanes • Minimal shoulders

  13. Project Goals • Complete within budget of $535 million • Complete on time, July 31, 2010 • Improve traffic flow on I-64 • Minimize construction impacts • Provide a quality product • Demonstrate a new model for reconstructing interstates

  14. Project Budget • $535 million total budget with $420 million for contractor Design-Build • MoDOT conceptual design including EIS activities • Property acquisition • MoDOT staff and overhead • Utilities • Contingencies • Contractor design and construction costs

  15. Quality Oversight • Contractor responsible for QC & QA • Quality plan for each area of Contractor’s work • MoDOT audits 10% of Contractor’s work • Oversight focuses on • High risk elements • Processes more than products

  16. Maintenance of Traffic Requirements: • Don’t close entire road for entire time • Keep regional traffic moving Contractor proposed: • Lane closure durations • Segment completion dates • Project completion date

  17. Utilities • SUE work up front reduced risk • Master Utility Agreements focus on process • Utility information sheets • Each relocation • All parties agree on conflict and relocation • 3-party work orders for each relocation • Scope of work • Cost • Time

Workforce Development Plan • Meet the following goals • 14.7% minorities and 6.9% women • 20% On-the-Job training • 5% additional On-the-Job above 20% • 5% incentive for professional services individuals • Hire and retain pre-apprenticeship graduates • Maximize relationships with training and hiring programs • Provide diversity and sensitivity training
