  1. Norfolk Protocol for the Consideration of Unauthorised Encampments Jon Blunkell Gypsy and Traveller Liaison Officer Norfolk Council

  2. What is the ‘Protocol’? • Formalised in 2001 by Norfolk GTLG • Twofold purpose: • To reduce the systematic moving on of encampments • To establish 20 short stay stopping sites • A two-edged sword: • Provides toleration where moving on is not proportionate • Evidences a thorough process when possession of land is necessary

  3. Key Agencies • County and district councils • Police • Traveller education • Health service • Elected members • Gypsy and Traveller representatives

  4. A Case Study

  5. New Developments Latest Revision: • Introduces ‘interest based’ approach • Promotes ‘rolling’ toleration • Ties action to local identified need • Balances human rights of settled and travelling communities • Explores outcomes of forced moves • Sets formal terms of toleration

  6. Making it work • Identify key partners • Don’t reinvent the wheel • Consult • Let it ‘evolve’

  7. Your response and questions • Are you signed up to a multi-agency protocol or process for dealing with unauthorised encampment? • Would this kind approach work for your local area?
