What is the ‘Protocol’? • Formalised in 2001 by Norfolk GTLG • Twofold purpose: • To reduce the systematic moving on of encampments • To establish 20 short stay stopping sites • A two-edged sword: • Provides toleration where moving on is not proportionate • Evidences a thorough process when possession of land is necessary
