  3. Emission reporting obligations under Convention and Protocols (1) • Parties report on substances covered by Protocols they have ratified (ex. Ukraine has ratified SOX and NOx) • EMEP work-plan calls for SOx, NOx, VOCs, CO, NH3, HMs, POPs, PM, etc.

  4. Emission reporting obligations under Convention and Protocols (2) • Emphasis on POPs / HMs /PM • Mandate to report on PM not clear • But importance of PM emission data for review of Gothenburg Protocol (Expert Group on PM)
