The main priorities under the Convention • Implementation of and compliance with protocols in force: • 1985 and 1994 Sulphur Protocols • 1988 NOx Protocol • 1991 VOC Protocol • Review and extension of protocols: • 1998 POPs and Heavy Metals Protocol • 1999 Gothenburg Protocol to Abate Acidification, Eutrophication and Ground-level Ozone

Timing and content of Gothenburg Protocol review Executive Body decided to: • Commence the review in 2004 (dependant on entry into force in 2003) • Cover PM and its health impacts • Take account of hemispheric transport of air pollutants (next EMEP workshop on 7-9 October 2002, near Bonn, Germany) • Use 2015 and 2020 as target years (to be re-evaluated in the light of data quality and uncertainty) • Support the coordination of EMEP and WGE work plans: informal links between technical bodies

  5. Intergovernmental bodies, expert groups and scientific centres under the Convention

Task Force on Integrated Assessment Modelling: The Executive Body (following the EMEP Steering Body): • Welcomed further development of IAM, especially concerning uncertainties; • Called upon Parties to support the work on urban air quality modelling; • Called upon Parties to review IAM data on primary PM emission-generating activities on CIAM website; • Approved the 2002 and 2003 budgets for CIAM, as proposed by the Task Force, and called upon Parties to ensure the necessary funding of the work

Draft Guidelines for Estimatingand Reporting Emissions Data • Nomenclature for Reporting (NFR), harmonized with UNFCCC reporting format, but linked to SNAP • Projected activity data (for major source categories) and projected national total emissions for the years 2010, 2015 and 2020 • Reporting formats for energy, transport and agriculture data provided • Current legislation projections (CLE): based on national assumptions concerning projected activity levels and considering all legal regulations or other binding measures in place • Current reduction plans (CRP): taking into account a Party’s obligations under the protocols

  8. Expert Group on Techno-Economic Issues (EGTEI) Led by France Mandate: • To further explore best available techniques for emission abatement, their efficiency and costs; • To develop techno-economic databases and methodologies for evaluating uncertainties; • To draw up draft revisions of techno-economic issues in annexes to protocols, including those on POPs and Heavy Metals.

  9. Conclusions of “kick-off” meeting of EGTEI (30 April 2002, Paris) • CITEPA will continue to develop inventory of existing databases of techniques for controlling air emissions and their costs; • In collaboration with TFIAM and CIAM, EGTEI will support the application of methodologies to derive input data for IAM; • EGTEI will disseminate the methodology and inventory of data to Parties for validation and to evaluate uncertainties; • Next meeting on 14 June 2002 in Paris to begin work in the sector-specific panel on waste-incineration.
