Background of the California Advanced Services Fund (CASF) • D.07-12-054 established the CASF to provide rural communities access to broadband • $100 million is available for qualifying projects over a 2-year period • Provides matching funds up to 40% of the total project cost; recipient provides 60% • Priority for funding is to award money for Unserved Area project proposals • Funding is available to PUC-registered telephone corporations

Major Milestones - • February 7, 2008 – CD held a technical workshop to discuss a draft template (“straw man”) on application requirements and scoring criteria for proposed CASF projects • February 25, 2008 – CD distributed a preliminary draft workshop report to workshop participants • March 7, 2008 – CD submitted the final workshop report to the Assigned Commissioner • March 13, 2008 – ACR Releasing the Final Workshop Report on the CASF served to parties in the R.06-06-028 proceeding

Today’s Resolution T-17143 – • Lays out the Requirements, Timelines, and Scoring Criteria for parties to qualify for project funding • Scoring Criteria of: • Funds Requested per Potential Customers 40 pts • Speed 20 pts • Service Area 15 pts • Timeliness of Completion of Project 5 pts • Pricing 10 pts • Guaranteed Pricing Period 5 pts • Low-Income Areas 5 pts 100 pts

  5. The Award Process Begins! The Application Timelines for Unserved and Underserved areas: • 1st Wave: Unserved Areas - July 24, 2008 filing date • Approved Projects without challenges or counter proposals will be set for the Commission’s Meeting of November 21, 2008 • Approved Projects with challenges or counter proposals will be set for a January 2009 Meeting • 2nd Wave: Underserved Areas - August 25, 2008 filing date • Expect these Resolutions to be on the February and March 2009 Agendas
