  1. MOE & EBO in HQ ARRC OAB HQ ARRCMr Hugh Richardson Sep 04

  2. Purpose • Provide a forum to discuss Effects-Based Operations and Measures of Effectiveness • Identify areas to refine current execution and assessment • Propose a Code of Best Practice • Invite comment and contribution

  3. Why MoE ?“Today we lack metrics to know if we are winning or losing the global war on terror” 16 Oct 2003 Rumsfeld

  4. Actions ? Did we do things right? Actions Effects Objectives Actions Effects End State Actions Objectives Effects Task Assessment Actions Objectives Actions Effects Actions Effects Are we achieving our mission? Actions Did we do the right things? Campaign Assessment Effects Assessment EBO Made Simple

  5. What do we • need to change? • How do we • measure it? Are we achieving our mission? D+G Effects Working Group Campaign Review Meeting Joint Effects Group • Are we doing • things right? • Are we doing • the right things? 6. MOE DefinitionsConfusion Reigns! • A plethora of terms BUTno commonly accepted definitions • Same terms, different meanings • Different terms, same meanings • Measures of Success • Measures of Effectiveness • Measures of Performance • Measures of Progress • Performance Indicators • Metrics • Campaign Effectiveness

  7. Types of Measures • Tasks (MoP) • Input Measures (resources, efficiency of task) • Output Measures (success of task, efficacy of activity) • Effects (MoE) • Intermediate Outcome Measures (correct thing to do, effectiveness of objective) • Mission / Endstate (MoS) • End Outcome Measures • Do the aggregated objectives attain the Endstate (Mission success) • Is the achievement of the Endstate a realistic goal?

  8. MoE Road Map Effects Based Planning Campaign Plan Measures Subjective Mission Mission Statement MoS Measure of Success Objectives Lines of Operation MoE Measure of Effectiveness Effects Decisive Points Primary Indicators Tasks MoP Measure of Performance Objective Secondary Indicators Enabling Tasks

  9. MOE & Effects Assessment 3 Elements: • Assess (against Effects) • What happened?(Analysis) • So what? (Assessment) • Decide • What do we need to do? • Continue? • Reprioritize? • Redirect? • Direct • What we must now do Campaign Assessment Are we accomplishing the mission? Effects Assessment Are we doing the right things? Task/Action Assessment Are we doing things right?

  14. ISSUES & WAY AHEAD • Top down vs. bottom up approach • Top down provides structure • Bottom up provides reality

  15. Theory (Top down) Mission Objective Objective Effect Effect Effect Tasks Tasks Tasks Tasks Data Data Data Data Data should be measurable and timely Nice idea in theory!

  16. Practice (Top down) Objective Effect Effect Effect Effect MOE MOE MOE MOE Data Data Data Data Subjective Data Indicator Indicator Indicator Indicator Indicator Data Data Data Data Data Objective Data Massive requirement for measurable and timely data

  17. Issues Raised - Structure • Top down vs. bottom up approach • Top down provides structure • Bottom up provides reality • Operational vs. Tactical level MoE • Is there a hierarchical link, • can we weight tactical level MOEs to produce Op MOEs? • Limit to number of measures • Output • Traffic lights are not always enough!

  18. Way Forward • Common understanding and approach within NATO? • Code of Best Practice? Draft in progress • To identify common measures from recent Ops • Id measures for Ops/Phases, Effects, Tasks • Measures for Info Ops (Behaviour) • Identify alternative display methods. • Liaison with AF South, AF North, HQ ISAF, MND(SE) and UK Dstl staffs • Verification and Validation i.e. Do it on a real Op, not another %£*!($” exercise!

  19. Famous Person Quote “We must make the important measurable, not the measurable important” Robert McNamara Defense secretary to J F Kennedy
