AFGE History Cont. • The American Federation of Government Employees was formed in 1932, AFGE joined the American Federation of Labor in 1932 and has been an affiliate of the AFL-CIO since the two organizations merged in 1955. • The Union is headquartered in Washington, D.C., and is divided into 12 geographical districts consisting of over 1, 100 locals.

  5. AFGE History Cont. • AFGE is the largest federal employee union. • The AFGE Constitution sets forth the rules by which the union conducts its business. • The democratically elected delegates to the AFGE convention have the power to change or amend the Constitution.

  6. MISSION STATEMENT • To ensure that the organization maintains a safe, healthy, and quality workplace by creating an atmosphere where all employees are treated fairly and equitably, and to strive to enhance our relationship with Management through partnership.

GOALS AND OBJECTIVES • To enhance the relationship between Management and the Union. • To create a workplace environment that is free from hostility, harassment, intimidation and other disruptive behaviors. • To continue the information flow through communications with management and the employees.

GOALS AND OBJECTIVES CONT. • Ensure that trust and mutual respect be consistent with FEMA guiding principles. • Promote resolving disputes at the lowest level possible. • Employ these core values -- Trust, Respect, Integrity, Accountability, Leadership, Teamwork and Communications throughout the agency.

  9. GOALS AND OBJECTIVES CONT. • Provide an effective mechanism for articulating employee concerns. • Foster open and effective communications. • Monitor all complaints to identify the frequencies of similar issues. • Report these findings to Management for resolutions.

  10. GOALS AND OBJECTIVES CONT. • Conduct quarterly meetings with members to keep them informed. • Participate in meetings with management to ensure collaboration and partnership. • Recruit and train additional Shop Stewards to assist in resolving disagreements at the lowest level possible.

  11. GOALS AND OBJECTIVES CONT. • Establish additional committee’s within the Local to work on various FEMA specific projects. • Create a web page on FEMA’s Intranet to keep the Local members informed. • Participate in contract negotiations, enforcement, and resolution of workplace issues.

  12. GOALS AND OBJECTIVES CONT. • Get involved in effective community, legislative and political programs. • Continue to acquire new members in the bargaining units to increase our membership. • Educate members to minimize future complaints.

  14. Union Procedures Cont. • If an employee has an issue and/or complaint, they should contact the Executive Board. • The Executive Board will review the issue and/or complaint to determine which office is appropriate to handling the case.

  15. Union Procedures Cont. • The Executive Board will notify the employee of their findings and advise them on what direction to pursue. • If the Executive Board determines that the Union should handle this issue and/or complaint, the Executive Board will notify the Chief Shop Steward.

UNION PROCEDURES CONT. • The Chief Shop Steward will log the case in the Union’s logbook, review the issue and/or complaint, and assign the case to the appropriate Shop Steward. • The Executive Board will be kept apprised of all cases involving Union activities to ensure that they are being processed in a timely manner and handled at the lowest level possible.
