  • BRAC moves will be completed this summer, however…
  • BRAC implementation is far from over – and we must get this right
  • Transportation is still a critical issue
  • Higher education is not organized to support the “New APG”
  • Expect competition with other regions for RDT&E programs as DoD budgets decline and programs consolidate

  • Aberdeen Proving Ground now considered a megabase by DoD leaders and it may grow more
    • Pre-BRAC: $1.8 billion economic impact
    • Post-BRAC: $6.5 billion economic impact(some estimates show growth to $20 billion)
  • APG is research and development ‘center of gravity’ for Army with a higher educated and more affluent workforce
  • Area around APG changing dramatically and quickly

  • Recent decades – Harford a “bedroom” community
  • In 2006, approximately 50 percent of Harford County workforce commuted out of the county (2006 Towson University-RESI Study)
  • Post-BRAC: Reverse commuting patterns
  • Estimated 30,000 additional workers in region
  • The next generation will have an unprecedented opportunity to work in this community
