  4. Who was Boss Tweed??? He controlled the police, the courts, and some newspapers.

  5. Galveston Texas tidal wave of 1900 City government started appointing commissioners to rebuild the city….others followed

  6. Spoils System??? Rewarding political supporters with jobs and favors…what was the problem with this? • Unqualified people • Many were • dishonest

  7. Civil Service? The body of nonelected government workers….. Formed by Presidents Rutherford B. Hayes and James Garfield What was its purpose? To appoint qualified people

  8. What was the Pendleton Act? Established the… Civil Service Commission – what did it do? Set up competitive examinations for federal jobs.
