  3. Roadmap for Managing Stormwater • GIS mapping • Master planning • Maintenance • BMP retrofits • Stormwater ordinances • Flood control • Water quality • Stakeholder involvement • Town staff • Public survey/meetings

  4. Project Update • Project update to Board on April 5, 2006 • Field survey • GPS field collection completed • Vertical survey completed at select locations • Public input • May 2006 – Stormwater Management Survey sent to property owners within the Town • Two public meetings held on June 8, 2006

  5. Project Update • Existing conditions modeling complete • Potential project locations identified • Alternatives analysis complete • Draft capital improvement plan submitted for Town review on October 18, 2006

  6. Public Survey Results • 4,668 surveys mailed to Town property owners using the mailing list from the Town’s quarterly Newsletter. • 638 surveys completed and returned, or filled out on-line • 13.7% response rate

  8. Public Survey Results

  9. Public Survey Results Property Flooding • Storage Building – 43 • HVAC Flooding – 11 • Crawl Space Flooding – 28 • Living Space Flooding – 29 • Yard flooding from stream/ditch – 70 • Yard Flooding from street runoff – 137 • Yard flooding from adjacent property - 85

  10. Project Identification • Flood control projects • Project list provided by Town Staff • Feedback from residents (surveys and public meetings) • Hydrologic and hydraulic modeling results • Water quality projects • GIS layers (aerial photography, land use, stormwater inventory, topography) • Field reconnaissance • Flood control project locations

  11. Capital Improvement Plan • 26 total projects proposed • 19 projects proposed to reduce roadway, structural, and property flooding and provide water quality treatment, if feasible • 7 projects proposed as water quality retrofits to predominantly treat areas draining to Town maintained outfalls • Projects will reduce the amount of pollutants reaching critical waterbodies

  12. Capital Improvement Plan • Flood control projects reduce flooding by: • Providing drainage where no drainage system currently exists • Increasing capacity of drainage systems that are currently under capacity • Reestablishing compromised drainage systems • Providing water quality treatment where feasible using vegetative conveyance, BMPs, or other treatment devices

  13. Capital Improvement Plan Flood Control Project Components • Project description • Existing level of service • Proposed improvements • Proposed level of service • Estimated construction costs • Ownership and maintenance responsibilities • Potential for grant funding

  14. Capital Improvement Plan • Water quality projects improve water quality by: • Providing regional water quality treatment if feasible • Using pocket practices predominantly for commercial areas (highly impervious areas) • Focusing on areas draining towards Town maintained outfalls • Treating runoff from the first 1.5 inches of rainfall

  15. Capital Improvement Plan Water Quality Project Components • Project description • Drainage area • Percent impervious • Proposed improvements • Volume stormwater treated • Estimated construction costs

  16. Moving Forward • Draft CIP plan under review by Town Staff • Address Town comments on CIP plan and submit complete report • Finalize report based on any additional Town comments
