Assessment and Strategy Development for Resident Fish Losses in Hydro-impacted Watersheds

Between September and December 2007, the RFAC focused on developing a comprehensive procedure to assess resident fish losses due to hydrosystem operations. The tasks included identifying measures for focal species and legislative updates to the NPCC's Fish and Wildlife Program. A review of Montana Fish, Wildlife, and Parks’ methodologies was conducted, leading to a lack of consensus among RFAC members. Ultimately, an amendment was recommended to issue an RFP for a standardized assessment approach, ensuring ongoing projects were not compromised.

  1. Amendment Process: RFAC Tasks (September – December 2007) • Develop a procedure to assess resident fish losses • Identify measures/strategies for focal species • Legislative mark-up of the NPCC’s 2000 Fish and Wildlife Program

  2. Procedure to Assess Resident Fish Losses • Evaluated Montana Fish, Wildlife, and Parks’ methodology for assessing losses due to inundation and operations • RFAC lacked consensus • Result: Recommend an amendment to issue an RFP to develop a procedure • - not at the expense of on-going projects • - RFAC will select the individual • - develop one assessment for use throughout the Basin

  3. Resident Fish Measures and Strategies Focal Species Population Objectives Status Limiting Factors Threats Measures Strategies Harvest = average 300,000 Habitat quality/quantity Modify hydro-operations

  4. 2000 F&W Program “Mark-Up” Pg 17 – Resident Fish Losses Complete assessments of resident fish losses throughout the basin resulting from the hydrosystem… Proposed edit: a result of: 1.) development and 2.) operation of the hydrosystem
