Educational Outcomes • New Reporting Framework • Uses new individualised data collection • Links CLAS with education data held by SG • Relates to academic year • Aims to provide evidence of: • The experience of being looked after has improved the educational outcomes of children and young people • An increase in educational outcomes year on year for looked after children and care-leavers • A narrowing of the gap between educational outcomes of looked after children and children who are not looked after

  10. Testing the Framework • 2007-08 data collected at an individual level for 1st time • 5 early adopter authorities used • Where child looked after continuously for the period 1 August 2007 to 31 March 2008 • Where child has a valid SCN

Linking to education data… • Linking to education data held by SG: • Attendance • Attainment • Exclusions • School leavers • Key to linking is Scottish Candidate Number • Different collection periods • Harmonisation by 2010-11 • Migration to academic year • Comparison between LAC data and looked after child flag from pupil census in Education data

  12. Attendance Rates • Attendance rate for children looked after at home with parents is 79.4% from the CLAS data compared to 79.8% using the Pupil census flag

Attainment – Average Tariff Score • Pilot data affected by small numbers but potential to analyse attainment of LAC by: • Placement type • With/ without care plan • With/ without coordinated support plan • Number of placements • Number of schools attended in count year • Educated within/ out with ‘Corporate Parent’ authority

  15. Exclusions • Big difference in children who were excluded at least once: • 20.6% of continuously looked after children were excluded at least once • 2% of children who were not looked after were excluded at least once

  16. The Future…. • Outcomes focused • E.g. Does being looked after help motivate child to attend and participate in their education? • E.g. Does being looked after help a child meet appropriate levels of educational attainment • Longitudinal analysis • Analysing the educational outcomes of looked after children over time in relation to: • Stability of care/ number of episodes and placements • Changes in type of placement • Presence of care and pathway plans • Linking to other outcomes such as health, housing and youth justice
