Purpose of the Public Information Meeting • Provide information on efforts to develop a Resort Parking Strategy • Provide Resort Area Parking Committee recommendations • Provide consultant report summary and recommendations • Provide an opportunity for public comments and input on the recommendations of the parking strategy

  5. History and Background…or why are we here? New Zoning Code was approved for the Resort Area July 2012 Resolution to develop a Comprehensive Parking Strategy was approved by City Council July 2012

  6. Oceanfront Resort District Form Based Code Concern regarding adjustments to parking requirements and types of development Concerns regarding impact to residential neighborhoods

Resort Management Parking Operations Manage over 7,000 parking spaces (Oceanfront, Croatan, Sandbridge and Town Center) Oceanfront parking lots and Garages, on-street Parking, parking meters and enforcement in RPPP Contributes to Capital Maintenance, Parking Enterprise Fund and leases such as Croatan Parking Lot Contributes over $500,000 a year to Tourism Investment Program through fines and fees

  8. Total Parking Inventory and Usage 2,887 public fee parking spaces in 11 off-street locations and on-street parking (652 metered) 2,050 commercial spaces in 31 private parking lots 4,050 +/- on-street spaces in adjacent residential neighborhoods Total = 9,000 +/- spaces

Current Oceanfront Parking Policy On-street parking is free during the day in residential neighborhoods Residential Permit Parking Program for residents and employees is enforced daily (8 PM to 6 AM) Residential Permit Parking Program for residents and employees is enforced 24-hours per day on holiday weekends Parking for Virginia Beach residents is provided at a discounted rate of $2 after 5 PM in City lots and garages Parking pays for itself, no General Fund support

Resort Area Parking Committee Recommendations • Revise RPPP to align with recommendations • Establish standing Parking Committee • Create/identify separate district with unique characteristics • Criteria for identifying areas to include nature and type of restrictions • Stripe spaces in Districts to more clearly identify no parking areas • Increase parking fines as deterrent to illegal parking • Regulations should correspond to impact time periods • Direct staff to investigate 24/7 parking in specific areas • 16th Street from Pacific Avenue to Cypress Avenue • 15th Street from Cypress Avenue to mid-block

Resort Area Parking Committee Recommendations • Employee Permits – No cap on number issued; reduce through other measures • Increase the cost of employee parking permit • Establish accountability procedures for businesses for misuse use of permits/regulations and impact to neighborhood • Adopt rules of conduct with employee behavior in neighborhoods • Use with businesses to establish punitive measures for employee behavior in neighborhoods • Create incentives to shift employees out of residential areas

Resort Area Parking Committee Recommendations • Provide discounted employee parking in designated areas • Designate area in public garages for employee parking • Extend hours in garages/lots for employee permit holders • Work with HRT for discounted transit fares for employees • Explore parking space options for Atlantic Avenue during off-season • Develop unused public properties as temporary employee parking sites until sites are developed for other uses • Review parking needs north of 31st Street

Resort Area Parking Committee Recommendations • Encourage alternative transportation options (trolley-like system) • Provide a connectivity link for off-site parking for employees • Evaluate alternative transportation options for visitors during peak weekends and for event use • Increase lighting in neighborhoods

Resort Area Parking Committee Recommendations • Ensure tow truck drivers adhere to laws, especially in neighborhoods • Review and enforce code compliance with tow companies in neighborhood • Consider removal of towing for RPPP offense • Implement scalable fines • Develop construction parking plan to manage impacts in neighborhood • Review plan through Site Plan Review process • Consider parking plan for construction worker as part of the process

Resort Area Parking Committee Recommendations • Develop Branding Program for Virginia Beach Parking • Wayfinding “brand” for locating parking lots/facilities • Develop a master signage plan to be branded as a wayfinding system • Include static and dynamic signage to guide people to parking • Adopt consistent signage • Incorporate a phone application to assist visitors • Use information flyers to issue with tickets • Continue to evaluate new technology for parking • Require all special event host organization to post available parking

  27. Parking Strategic Plan Vision Statement: The City will develop proactive and effective public parking policies and provide management oversight of City owned public parking assets. The City will manage parking to be responsive to Resort Area stakeholders and strategically leverage parking as a tool for economic development. The City will develop and operate a parking program that supports the overall growth and economic development of the Resort Area community. The parking program should enhance the Resort Area experience and provide support to the Resort Area business community. • Vision, Mission, and Objectives

  28. Parking Strategic Plan Mission Statement: The mission of the City is to develop and maintain a comprehensive and “Best in Class" parking program. The City will be an active partner in promoting community development, and creating sustainable parking and transportation options. The City Parking program has an ultimate goal to support and enhance the resort area vitality. The City will provide exemplary customer service for the Resort Area community. The parking program will provide a central resource for the planning, development and management of public parking. Key goals will be to simplify and improve the parking experience for Resort Area patrons. This will be accomplished through the creation of a vertically integrated parking management system that will provide enhanced planning and investments in new parking technology and strategic parking asset development. Parking Strategic Plan Strategic Plan Objectives To implement strategic parking action plan recommendations based on community developed Guiding Principles for the Resort Area that supports the development of vibrant, healthy and accessible resort districts. Central Beach District – RPPP Recommendations • Residential Permit Parking Program (RPPP) • Regulation should correspond to the impact times • 24-hour RPPP - Should it be implemented? • Install clear, identifiable on-street parking signs for RPPP regulations • Reevaluate penalties for parking citations • Stripe on-street parking spaces within RPPP • Evaluate “hot spot” locations first • Number parking spaces to assist with towing functions

Central Beach District – RPPP Recommendations • Reassess policy & regulations for business employee permits • Cap number of permits issued until new inventories are created • Assign permits to areas to balance demand and use • Identify proximity zones to correlate with business locations • Increase permit fees • Public & private sector to collaborate on new space inventories • Require new businesses to develop an employee parking plan to lessen impacts • Parking rates for employees in public and private facilities should be maintained at market rates

Central Beach District – Parking Inventory Recommendations • Collaborate with private owners and operators • Improve operations support • Hold meetings to develop joint efforts • Create additional off-street parking for short-term needs • Create added inventory from current underutilized area • Explore short-term, off-season adjustments for on-street inventory to encourage year round use • Reassess parking rates • Meter space rates are too low and not balanced with off-street rates • Parking rates need to encourage off-street use for long-term parking

Central Beach District – Parking Inventory Recommendations • Install wayfinding to improve use of parking facilities • Provide advanced static & dynamic signage to improve parking utilization and reduce traffic congestion • Install parking space inventory systems (monument and level-by-level) • Develop parking brand for identification and recognition of parking facilities

Central Beach District – Parking Inventory Recommendations • Improve 19th Street corridor to “unlock” Convention Center parking space inventory • Create a strategy to unlock this unused parking inventory • Sidewalks, bike-lanes, street lighting, etc. to create “connection” • Promote use of bicycle “Park-and-Ride” to regional residents • Incentivize this parking inventory for employee use • Create consistency with future vision of the corridor

  37. Central Beach District – Future Parking Recommendations Reassess minimum parking requirements as Form-Based Code and Resort Area Parking Strategy parking recommendations are implemented Maintain and update parking demand model to evaluate changes and ongoing modifications for each district
