  1. Quality assurance system in Slovenia Tina Divjak, CNVOS

  2. CNVOS • National umbrella organisation • App. 500 members • Support organisation (information sharing, counselling, trainings) • Advocacy organisation (civil dialogue, NGO policies)

  3. QAS SLOVENIA • First ideas long time ago • First conference, November 2005 – getting to know different QAS, guests: SMART • First contacts with Slovenian institute for quality and metrology • SI model based on ISO 9001:2008 and foreign NGO systems (PQASSO, Investing in volunteers ipd.) • Working groups (NGO, SIQ, external expert)

  4. QAS SLOVENIA 3 General requirements 4 Management and governance 3 Employees and Volunteers 5 Resource management 7 Process management 8 Monitoring and evaluation 9 Improvement (PDCA system)

  5. Particularities • Focus on transparency, financial accountability • Internal and external communication, equal treatment of employees and volunteers (mentoring, motivation, trainings) • Project management • Networking and partnerships • Indicators of success - Impact on the society • Certification or self-assessment

  6. To get certificate • Free workshops (more than 40 organizations participated since 2008) • Help and couselling when establishing the system • Certification – at the beginning combination of SIQ and NGO experts, now only CNVOS under SIQ’s supervision, specially trained auditors

  7. To get certificate • 3-year cycle: certification audit – 1. regular audit – 2. regular audit – (new cycle) renewal audit • 14 certificated NGOs at the moment

  8. Annual conferences • First one a month ago • Each year on specific topic, one element of the model, which seems to be the most problematic among NGOs • This year indicators of success (how to develop your indicators, how to measure them, when to change them) – monitoring, evaluation and constant reactions to findings is a key to success

  9. Future? • One of criteria for project approval • Promotion across ministries – the cost of maintenance of the certificate as eligible cost • How to spread the system without free workhsops?
