  2. Introduction to the Legislative Analyst’s Office (LAO) • Nonpartisan fiscal and policy advisors to the Legislature • Work for all 120 members of the California Legislature • Overseen by the Joint Legislative Budget Committee (JLBC)

  3. Mission • Established by the Legislature with a mandate to “ascertain facts and make recommendations to the Legislature…..with a view of reducing the cost of state government and securing greater efficiency and economy.”

  4. Primary Functions • Analyze the Governor’s Budget and provide testimony at budget hearings • Respond to Legislative requests • Estimate the fiscal effects of statewide ballot measures • Develop program expertise and provide program oversight • Conduct research for self-generated reports • Multi-year Fiscal Forecast
