What Medicines and Supplies Does the Strategic National Stockpile (SNS) Contain ? • Antibiotics (Oral and Intravenous) • Chemical Agent Antidotes • Vaccines, Antivirals and Antitoxins • Other Emergency Medications It is a National Repository of Critical Medicines and Supplies to be Released in the Event of Terrorist Attack on the U.S or a National or State Declared Health Emergency. Components of the Strategic National Stockpile – 12 Hour Push Package Phase I Contains large quantities of antibiotics, antidotes, medical supplies, and equipment to immediately treat or provide antibiotics or preventative medication to thousands of affected or symptomatic individuals. emergency management team

Other SNS Components – Managed Inventory (MI) Phase II Large quantities of specific items to combat one or more specific threats The MI provides shipments of large and continuous quantities once the threat is known. MI shipments will arrive in the state within 24-36 hours of an approved request. emergency management team

The SNS Distribution Plan for Hays County Critical First Responder/Infrastructure distribution to emergency workers Closed POD’s (~ 60) sites for retirement homes, hospital employees, businesses, school employees (They pick up supplies at central distribution point) Six Open PODsites for the general public (1 Dripping Springs, 1 Wimberley, 2 San Marcos, 1 Buda, 1 Kyle) SNS pharmaceuticals will be distributed from Hays County to various municipal sites according to three Point of Dispensing “POD” plans: Special SNS “Direct Delivery” arrangements in place for CTMC, SETON, Texas State, TDCJ Kyle Prison Unit emergency management team

Points of Dispensing (PODs) Medication Distribution Plans POD’s are simply pre-identified sites where drugs are dispensed or administered to the affected population (“Closed” or “Open”) The number of POD’s is dictated by the magnitude of the event and the number of support staff and volunteers available. POD’s are predetermined by Hays County Health Department and Office of Emergency Management. emergency management team

Overall Goal of the POD Sites • A public information campaign regarding a mass prophylaxis clinics would begin • Public will be provided with current information, steps to take if exposed to the agent, the medical regimen, clinic locations, hours of clinic operation, and information to bring about their medical history (e.g. known medication allergies). The goal is to have the appropriate pharmaceuticals in the hands of the entire population of Hays County within 48 hours. (172,000 +) emergency management team

Closed POD MOU Agreement MOU Agreement: Agreement between your business and Hays County Emergency Management allowing your organization to operate as a Closed POD during a declared health emergency. Outlines your organization’s and Hays County Health Department responsibilities. The MOU is completely voluntary and you may opt out of being a Closed POD Partner at any time with a 30 day notice; the MOU does not legally bind you to operate as a Closed POD. Base agreement is for 5 years, with 1 year automatic renewal thereafter. emergency management team

Closed POD Registration Key Business or Organization Information Required: Name and address Contact information for Core Management Team - 24/7 Number of employees, their families, and/or clients you plan to provide this service to. What types of clients your facility serves. Whether or not your organization will serve as a “Medication Only” POD, or both a “Medication and Vaccination” POD. If your employees or clients speak other languages and you require written materials in those languages. If you have any medical personnel on your staff All information will be kept confidential at the Hays County Office of Emergency Management. Your information will not be shared.   20. Closed POD Planning & Training A Closed POD should be able to: Provide access to emergency medical services. Provide security of medical material delivered. Maintain proper temperature control of medicines. Return any unused material to the Hays County Health Department. Plans, Policies and Procedures are developed by each participating business: Review – updates, exercises and evaluations of your plan Training – of the people who will staff the function of your POD plan. Assessment – of your facility layout to make sure it will meet your POD needs. Exercise – plans, key staff and POD site. Education &Training and Annual Exercises will be provided by Hays County Emergency Management and Health Department personnel. emergency management team

Legal Acts & References • Provides tort liability protection (except for willful misconduct) for activities related to developing, manufacturing, distributing, prescribing and using anthrax countermeasures in preparation for, and in response to, a potential anthrax attack. • The PREP Act sets forth the immunity for “covered persons” from tort claims related to, in this case, “covered countermeasure”. The Closed POD may be considered a covered person; a “Program Planner of countermeasure (i.e., individuals and entities involved in planning and administering programs for distribution countermeasure)….”appears in CDC PREP Act Questions and Answers, 42 USC S247d-6d(i)(7)(A)(ii). • As a covered person, if applicable, ENTITY may be immune from suit and liability under Federal and State law with respect to “all claims for loss caused by, arising out of, relating to, or resulting from the administration to or the use by an individual of a covered countermeasure….”. 42 USC S247d-6d(a)(i). • To view the PREP Act visit: http://www.phe.gov/Preparedness/legal/prepact/Pages/prepqa.aspx.
