  1. Heidi PaciniStaff Engineer Approval of 2019/2020 Study Reports and WECC Path Report June 27, 2011 TAS Conference Call

  2. Proposed Changes to 2019 Study Report • EC7-1 Phoenix-Mead-Adelanto AC -> DC Conversion • DC line rating – 3,200 MW • Single circuit 500 kV AC lines were removed from the case to reflect the conversion • The ratings for WOR and EOR were not adjusted to reflect the removal of these lines • i.e. 3,200 MW of incremental capacity was added in the case • This will be noted in the tables of the report referencing the incremental capacity added by EC7-1

  3. 2019 Study Report - Approval • Discussion? • Approve for release to TEPPC? • Subject to the additions mentioned on the previous slide

  4. Proposed Changes to 2020 Study Report • Correct mistake in Figure 78 • Incorrect capacity noted • Proposed wording changes – • Move words in red to the end of the sentence (p.g. 54) • The peak and energy load forecasts were further reduced from the PC1 SPSC reference case to model implementation of the full economic potential of energy efficiency programs in the Western Interconnection and additional DSM programs.

  5. Proposed Changes to 2020 Study Report • To provide an explanation for the big drop in CA thermal from 2019 PC1A to 2020 PC0/PC1 • Replace (on p.g. 29): • “The total installed capacity is designed to balance with the load requirements and reserve targets, and decreased loads are evident in Arizona and California.” • With: • “The significant decrease in installed capacity in California between 2019A and the 2020 studies is mostly related to the change in the OTC implementation, which replaced over 90% of the retired OTC units in 2019A but only 60% in the 2020 studies.”

  6. 2020 Study Report - Approval • Discussion? • Approve for release to TEPPC? • Subject to the figure correction and wording changes outlined on the previous slide • Subject to additional revisions to the reporting of PC6 and PC7, and acknowledgement of the DC modeling issues in PROMOD as proposed by Bill Pascoe • Subject to additional drafting by Bill, Grace, and Keith White regarding the cost comparisons of the PC6 and PC7 cases • Subject to the addition of a summary of 2020 study results in the Executive Summary to the extent possible by Friday • Subject to the addition of a footnote to acknowledge the similarities between the TransWest Express and Zephyr HVDC projects (TransWest Express is a proxy for any HVDC project extending from Wyoming to the Eldorado Valley) • Subject to the addition of sentences to point readers to the 2019 report for a more detailed discussion of the uncertainties surrounding resource and transmission cost comparisons and factors to be considered in a comparison of resource and transmission alternatives

  7. WECC Path Reports • No substantive changes have been made to the WECC Path Reports since their posting for the last TAS meeting • Uxx results were updated in response to the re-run of the Zephyr and Chinook 2019 cases (without the Borah convertor) • Approve for release to TEPPC? • Discussion?
