NCLB Act
  • The No Child Left Behind (NCLB) Act requires school systems to close academic performance achievement gaps through accountability, flexibility, and choice.
  • One of the goals in NCLB is that it requires that all students will be taught by highly qualified (HQ) teachers in all core academic courses (CAC).
  • This requirement essentially means a HQ teacher must hold a college degree, have full state certification, and demonstrate CAC subject expertise.

NCLB – The State of Maryland
  • The State of Maryland implements this requirement through a class level membership (CLM) approach to collect accountability data about student - class (academic subject) - teacher relationships and corresponding demographic information about the teachers and students
  • All school districts in Maryland are required to:
    • Collect the CLM data on December 2 in each school year (SY)
    • Generate and send the CLM file to the State for accountability analysis and reports since SY 2002-2003
    • Identify HQ teachers according to the information extracted from the CLM data

  • In addition, “the Parents Right to Know” in the NCLB Act requires school districts to inform parents when their child has been assigned, or has been taught by (for 4+ consecutive weeks) a teacher who is not HQ

  • Before the Oracle ERP implementation:
    • Compiling the CLM teacher’s data set required both a data analyst and a database programmer to:

Spend one or more weeks to collect, transfer, scrub, and reassemble the required employee data from HR databases

  • Cons of this approach were:
    • Very labor intensive and time consuming process
    • Hindrance for obtaining real time information for identifying teacher’s HQ status

Issues:

  • No updated information in finalized school district HQ statistics
  • Inability to comply with the parent’s right to know requirements for informing parents in the first or early of the second semesters

Oracle ERP Implementation
  • Beginning from SY  2003–2004, with the Oracle ERP implementation:
    • The CLM teacher’s data set application now provides complete information about teacher's employment status, academic background history, their certificates in specialized subject areas, and the HQ status in accordance with CAC subjects in an online format
    • Information is available for authorized accountability and evaluation specialists for their CLM and/or NCLB tasks

SY 2003-2004 Improvements
  • Improvements:
    • No longer need a data analyst to collect and transfer the data
    • Good, quality data is available to authorized users within two hours (usually transferred in evening hours)
    • The application implementation significantly enhanced the school district’s ability to comply with the NCLB mandates

SY 2005-2006 Enhancements
  • The improved CLM teacher’s data set allowed the Accountability Reporting Office to be able to quickly identify HQ from the CLM data set via the Oracle system
  • Allows PGCPS to notify parents whose child was taught by not HQ teachers in Title 1 schools early in the middle of the first semester
  • The teacher’s HQ status information provided by ERP system helped the school district’s Human Resource Division to focus their recruitment efforts for HQ teachers in the most need CAC areas and schools

  • As a result of the ERP - HR implementation of Oracle and the improved tracking, reporting and recruitment efforts:

Significant reduction realized in the percentage of classes taught by not highly qualified (NHQ) teachers in PGCPS of 17.7%

    • Statistics:
      • 51.4% in SY 2003-2004
      • 33.7% in SY 2006-2007
