  4. CAUSAS DE INADMISION Presentar la reclamación en 2ª instancia fuera de plazo. No haber presentado reclamación en 1ª instancia. CAUSAS DE DESESTIMACION Haber actuado correctamente el Centro, aplicando adecuadamente la normativa vigente. CAUSAS DE ESTIMACION PARCIAL No remitir el Centro la documentación precisa o la que se le pide. No adoptar las decisiones con las mayorías requeridas. CAUSAS DE ESTIMACION No aplicar correctamente los instrumentos y criterios de evaluación. No respetar el Centro el procedimiento dispuesto. J.Azpeitia ERRORES OBSERVADOS MAS FRECUENTEMENTE EN LOS CENTROS 1.- No se envían los documentos ordenados lógicamente. 2.- Se aceptan por los Centros reclamaciones que no están correctamente diligenciadas. A veces no se sabe muy bien si reclaman materias o promoción, o ambas cosas a la vez. 3.- No se argumentan las decisiones de los órganos que resuelven. A veces solamente se marca un cuadro de un posible modelo de informe y se firma. 4.- No se firma el recibí de la resolución en 1ª instancia con la fecha de recepción, lo que priva de confirmar los plazos de la reclamación en 2ª instancia. 5.- No se indica la calificación que se recurre o que se ratifica, simplemente se dice “se recurre o se ratifica...”. 6.- No se adoptan las decisiones por las mayorías exigidas legalmente. 7.- No se envían todos los documentos necesarios, a veces faltan los que se relacionan como enviados. 8.- No se especifica en que fecha se comunicaron las calificaciones, por lo que no se pueden apreciar los plazos. 9.- Se envían actas con más de una reclamación estudiada, lo que origina confusión. 10.- No se respetan los plazos de envío de documentación a la Delegación. EN LA DELEGACION 1.- Gran retraso desde la entrada en Registro de los documentos hasta que llegan a la Comisión. 2.- Tardanza excesiva en algunos vocales en emitir sus informes. 3.- Estimación de reclamaciones por falta de procedimiento en los Centros, en lugar de retroacción para subsanar. 4.- Se han realizado informes con más de un reclamante, lo que no es admisible en procedimiento. 5.- Excesiva tardanza en la firma por la Delegada de las resoluciones.
