Why do we need managing irrigation? • Greater production and productivity • Improved water distribution, which has two aspects: Greater reliability and predictability More equity in distribution • Reduction in conflicts : • Between the irrigation agency and water users • Between upstream and downstream water users MANAGEMENT IS SOMETHING TO BE OPTIMISED NOT MAXIMISED
Greater resource mobilization: • contribution of labour and materials: • for construction and rehabilitation • for operation of the system, and • for maintenance of the system • Contribution of funds toward: • capital costs, and/or • recurrent costs MANAGEMENT IS SOMETHING TO BE OPTIMISED NOT MAXIMISED
5 Sustained system performances: • a) By managing water and soil resources so that the long term productivity of the system is maintained. • b) By intensifying production within the carrying capacity of the system generating more employment and sustaining more population. Management by objective: The classic mode of management is for top decision makers to determine by themselves what shall be done, and how, and to instruct subordinates to carry out plan of work. The assignment of responsibilities are spelled out so that everyone knows what is expected of him or her and knows also what others are committed to do as their part of bargain MANAGEMENT IS SOMETHING TO BE OPTIMISED NOT MAXIMISED
Elements in participatory management approach include the following • a) Presentation of management roles as functioning for facilitation more than for control of organization activities. • b)Encouragement of suggestions, giving subordinate recognition for useful ones so as to encourage more of them • c)Sharing credit for accomplishment widely and distributing blame fairly • d)Engaging staff in group and self diagnoses of shortcomings at individual and at organizational levels of performance. Decentralized Management • Central managers, rather than undertake all decision making, resource mobilization, communication and conflict resolution themselves, can delegate some responsibilities of staff to lower levels. This will bring people together with different level of responsibilities facilitates vertical as well as horizontal flows of ideas and may be as crucial for the productivity effects as getting together people at same level. CONCLUSIONS • One of the main conclusions arising from reviewing irrigation bureaucracies across a variety of circumstances is the importance of thinking about their performance not as entities in themselves, but with respect to their objectives and environmental conditions. The irrigation provided to fields generally is governed by two factors (i) the irrigation bureaucracy (ii) the user of irrigation system. Both the factors must work in such a tandem that a farmer can get optimum production and productivity after use of that irrigation system • In an irrigation bureaucracy, staff will have technical contributions to make within their respective areas of competence, but their interpersonal connections are part of their contributions to agency performance MANAGEMENT IS SOMETHING TO BE OPTIMISED NOT MAXIMISED
