Background • Population census is very expensive, therefore high quality data are expected. • The accuracy and completeness of census results are therefore essential  • Census taking is improving constantly throughout the world. • As censuses improve, there is increasing reliance on census data • Increased use of census data; puts census methodology under more scrutiny. 3

Methods of Census Evaluation Used by Ghana Statistical Service • Demographic analysis • Comparison of census statistical information with figures from other sources • Matching census returns with those from interviews selected on the basis of a probability sample in a Post-Enumeration Survey (PES). 4

  5. Purpose of the PES • Assesses the quality of the census with regard to coverage and content • Provides estimates to adjust census results • Uncover census methodologies or operational deficiencies • Engenders public/user confidence in the data – when limitations are established 5

  6. 2000 PES Methodology • Coverage: 200 randomly selected EAs • Rural 100 • Urban 60 • Capital town (Accra) 40 6

  7. 2000 PES Questions • Whether the selected HH was enumerated during the main census • Reporting on characteristics • Names of usual HH members including current visitors • Relationship to the Head of HH • Marital status • Sex • Age • Religion • Residence on Census Night (March 26, 2000) • Any member present on census night but has moved or died 7

  8. 2000 PES Issues • Budgeted and funds made available • Data collection was completed • Data entry and validation were done • Draft Tabulation Plan was made 8

  9. 2000 Challenges • Two senior officers-Coordinators of the PES died during the exercise • Serious! No proper documentation and archiving • No data analysis made • Data set cannot be traced 9

  10. 2000 PES Challenges (Con’t) • Planning of 2000 PES was good but its implementation was ineffective • Enumerators and Supervisors who took part in the main census were used, but in different EAs for the PES • There was lack of technical personnel with experience and skills in survey methodology in general and PES in particular 10

  11. 2010 Census: PES • Yes, PES would be carried out • PES will be carried out three months after the main census. • The main objective of the PES will be to check census coverage as well as content errors. 11

  12. 2010 PES Methodology • A sub sample of enumeration areas will be selected country wide • Sample size: (1%-10%) of total EAs (About 36,000EAs) • Survey instruments (questionnaire, manuals, etc) specially designed for the purpose 12

  13. 2010 PES Activities • Preparation of questionnaires and associated documents • Selection of sample EAs • Publicity and education • Training of interviewers & supervisors • Pre-field work trials • Finalization of documents & procedures • Field work • Reconciliation of main census data and PES • Field checks and reconciliation • Scanning of questionnaires • Processing & analysis of PES data • Report Writing on PES • Publication of Report • Organize forum to discuss PES results 13
