  1. Mobile Data Collection: Where do we go? • Relevance of Mobile data Collection • Creation of template • Road map

  2. First mass-produced PDA(Personal Digital Assistant/ palmtop) Palm Pilot First Integrated PDA-GPSreceivers Garmin iQue 3600 First mass-produced Tablet PC Ipad Smartphone (PDA + email) Blackberry 5810 World’s First Mobile Phone Motorola DynaTAC 8000X Multi Touch screen Iphone First handheld GPS Garmin Etrex First phone using WAP(Wireless Application Protocol) Nokia 7110 First phone using3 G (i.e. better bandwidth) Nokia 7110 Android (open source mobile OS) HTC G1 World’s First Mass-Produced GSM Phone Nokia 1011 1983 1992 1998 1999 1996 2008 2002 2003 2007 2010

  3. Relevance Mobile Data Collection is good... • Ensure better data quality through control “ex ante” (skip logic, formatting control, etc.) • 30% decrease of delay for the collection process (cf. experience for the Mosquito Net survey in Dadaab) • Allow the collection of rich content (cf experience for Site Assessment in Kivu with UNOPS)

  4. Relevance ... but not always appropriate Mobile Data Collection should always be compared to paper based data collection. It does not fit if: • Only a few forms have to be collected • The data to be collected do not include rich content (image, GPS) or are collected in one single place • The collection process has to be managed by a partner on which UNHCR has a limited control • Too many data collectors must be hired Creation of a screening form for mobile data collection initiative...

  5. The context induces the technology... Template 1. Survey = Profiling based on sample population • One person is interviewed once from the first till the last question • Data do not need to be updated FOCUS: The forms must be quickly customized 2. Surveillance system = maintenance of a large number of interrelated information • Different key informant visited at different times • Data must be regularly updated • Data must be easily exchanged • Data must be analyzed in relation with a referential FOCUS:Data model & Standard must be enforced

  6. Template for surveys Template Mostly based on Xforms / OpenDataKit: => Simple to configure, simple to deploy Creation of a form template library • IDP profiling • Health related surveys • Shelter.. http://code.google.com/p/opendatakit/ http://unhcr-opendatakit.appspot.com/

  7. Template for surveillance systems Template Mostly based on Epidefender studio: =>Allows for complex data model & advanced functionalities Creation of an application template library • Quick registration & Distribution tracking • Site /Needs Assessment • Activity Monitoring • Population Movement Tracking • Health Information System • Security Incident? http://code.google.com/p/imogene/ http://dedibox.cartong.org/tomcat/docs/android.html

  8. Standard Operating Procedures Template Letter of Agreement with CartONG: • Creation of training Material • Production of short videos • Development of a dedicated wiki http://humanitarian-android.org

  9. Roadmap Follow on testing through “Innovation champions”... IDP profiling => JIPS – IDP toolkit Health related surveys => OSTS Quick registration & Distribution tracking => Yemen & Pakistan Site /Needs Assessment=> Kivu, DRC, UNOPS; Iraq? Activity Monitoring => FOCUS Population Movement Tracking => Somalia Health Information System=> Chris?

  10. Upcoming software features Roadmap • ODK • ODK aggregate (server) next release will be integrated with a database Epidefender / Imogene (the new name) • Deployment of the open source forge to create a developers community • Integration with maps on the web client • Development of reporting features

  11. Communication, promotion & training Roadmap • Share experience with partners: • ODK material has been shared with the ODK project team and Google.org • Imogene will be presented to the IASC Needs Assessment Task Force Participate in conference & workshop • Crisis Mappers (Harvard initiative), • ISCRAM • UNICEF Innovation New Data Collection Training Module • WEM • ODMLP

  12. Institutionalization & Funding Roadmap • Establish MoU with • MEDES • ODK • Apply for specific funding (for instance the UN foundation programme on mobile technology..) And now a DEMO!!!
