National ICT Strategy Status Role of ICT? • Most “underutilizers” understand ICT (have plans, are moderately E-Ready) but lack action and corresponding results • Most “ahead of capacity” have capitalized on ICT to open markets, but lack national cohesiveness with isolated benefits • Most “on-target” models have strong leadership, stakeholder involvement and a balanced approach

  9. Status of E-Government - Planning Surveyed over 30 emerging market economy countries’ e-gov programs: • 91% meet regularly • 65% Head of State involvement • 42% drafted and approved a strategy • 28% have benchmarked • 4% measured return on investment
