  2. What is ECDS? • Early Childhood Data System: collection of PK and KG student data • Formerly the Kindergarten Readiness System (KRS) • Student demographic and kindergartenassessment data is collected • First core collection that has been integrated into TSDS.

  3. How is ECDS data reported by the LEA? Interim solution: • LEAs enter data via the ECDS Excel templates provided by TEA • LEAs download the Conversion Validation Tool (CVT) to convert the Excel data into the required TEDS-compliant XML files • XML files are loaded into TSDS • LEAs complete the collection via the ECDS web-based application Permanent solution for Kinder and Public Pre-K programs: • Source system vendors will provide the necessary ECDS data extracts for an LEA to load into TSDS • Implementing in 2016-17 School Year

ECDS Collections 2016-17 Kindergarten, Public and Private Pre-K Collection Summary Highlights: • All ECDS collections for the ODS will be opened from 8/1/2016 to 8/20/2017 • The ECDS application is tentatively scheduled to be available January 30, 2017 • Allows for collection of all Pre-K Student demographic and special program data for the school year mandated by House Bill 4 • Pre-K ECDS Reports: • Modifications to existing ECDS reports to assist with verifying and validating record count data (Group Totals) • Inclusion of Class ID information, PK Curricula, and Teaching Requirements on Pre-K Data Submission report • New report showing PK assessment performance increase/decrease • Business validation rules will be included in the ECDS Core Collection screens to assist users with verifying their data before completing their ECDS Collections.

ECDS Public Pre-K Collection 2016-17 PUBLIC PRE-K ECDS SUMMARY: • Transitioning from ECDS Spreadsheets to PEIMS Submission 3 extract to collect Pre-K Demographic and Special Program information • All Public Pre-K programs will be required to submit demographic and special program information. • Public Pre-K programs will no longer submit demographic and special program data through the ECDS spreadsheet. • This will prevent double collection of ECDS Demographic and Special Programs Data from both TSDS and PEIMS. • Utilize existing PEIMS data elements for Pre-K ECDS demographic reporting

ECDS Public Pre-K Collection 2016-17 PUBLIC PRE-K ECDS SUMMARY: • Staff and Class information will now be reported using Service ID 01010000 • We are adding PK School Type and Student Instruction Type to PEIMS Sub 3. • The following new data elements will also be added to the PEIMS Sub 3 collection for Public Pre-K ECDS Collection required for HB4: • E1579 PK-CURRICULA-CODE at the course/section level: -Indicates curricula used in the district’s prekindergarten program section TEC 29.1532(c)(6) • E1583 FAMILY-ENGAGEMENT-PLAN-LINK at the LEA level: -Indicates the internet website link for LEAs to provide their Family Engagement Plan

ECDS Public Pre-K Collection 2016-17 PUBLIC PRE-K ECDS SUMMARY: • Calculation of Instructional Days for Pre-K students in Pre-K Program (PK-SCHOOL-TYPE): • Will use classroom link information and PK-SCHOOL-TYPE to calculate the number of instructional days in a Pre-K program • Pre-K students with less then 80 instructional days in a particular Pre-K program will not be considered when calculating the data on the ECDS Assessment Pre-K Sources report • Business Validations will be added to the ECDS Application to verify that the Pre-K data has the correct values and codes when pulled from the ODS and before being added to the ECDS data mart. • Ex: Assessment Title is correct, PK Curricula Code, etc.

ECDS Public Pre-K Collection 2016-17 PUBLIC PRE-K ECDS SUMMARY: • Pre-K Assessment information will still be collected through the TSDS Collection. • For LEAs that administer a Commissioner approved BOY and EOY Pre-K Assessment Assessments: • Public Pre-K programs where assessment vendors are unable to provide assessment information in .xml format, have the option to use the ECDS assessment worksheet and Converter Tool up until the end of the 2016-17 School Year • The following Data Elements have been added to the TSDS Collection forPre-K ECDS Assessments:-ACADEMIC-SUBJECT-TYPE-CODE -Needed to report multiple subject scores attached to Pre-K Assessments

ECDS Public Pre-K Collection 2016-17 HIGH QUALITY PREKINDERGARTEN GRANT PROGRAM ITEMS: • For those Public Pre-K programs that are approved for the High Quality Prekindergarten Grant Program, the following NEW data elements will be collected in PEIMS submission 3: • PK-TEACHING-REQUIREMENT: • Collected at the Teacher Level • Will need an additional early childhood education credential documented in HB4 in addition to their regular teaching credential (New Data Element and New Code Table) • HIGH-QUALITY-PK-PROGRAM-INDICATOR: • Collected at the Course/Section Level

ECDS Kindergarten Collection 2016-17 KINDERGARTEN ECDS SUMMARY: • Transitioning from KINDER ECDS Spreadsheets to PEIMS submission 3 extract to collect Kindergarten demographic and special program information • This will prevent double collection of ECDS Demographic and Special Programs Data from both TSDS and PEIMS • Utilize existing Data elements in PEIMS submission 3 for collection of ECDS items •  Ex: (Use E1064 HISPANIC-LATINO-CODE instead ofE1375 HISPANIC-LATINO-ETHNICITY) • Allows for both Kindergarten and Pre-Kindergarten demographic and special program information to be processed at the same time during the PEIMS submission 3 collection

ECDS Kindergarten Collection 2016-17 KINDERGARTEN ECDS SUMMARY: • Classroom linking of KG teacher, KG Student and KG assessment information: • Collected at the Course/Section Level for the 1st time through PEIMS submission 3 data • Use existing data elements in PEIMS submission 3 collection to link teacher, student, assessment information • E1440 HOME-ROOM-INDICATOR will be used to designate the KG teacher who administered the Commissioner approved assessment • Business Validations will be added to the ECDS application to verify that the Kindergarten data has the correct values and codes when pulled from the ODS, and before being added to the ECDS data mart

ECDS Kindergarten Collection 2016-17 KINDERGARTEN ECDS SUMMARY: • Commissioner approved Kindergarten Assessment Data will be collected in the TSDS collection during the spring timeframe using one of the following: • Student Assessment Data and Assessment Meta Data .xml information will be provided by the assessment vendor • Kindergarten LEAs where assessment vendors are unable to provide assessment information in .xml format, have the option to use the ECDS worksheet and Converter Tool up until the end of the 2016-17 School Year.

ECDS Private Pre-K 2016-17 PRIVATE PRE-K ECDS SUMMARY • Private Pre-K participation in the ECDS Collection is optional • Participating Private Pre-K Programs in the ECDS Collection will: • Provide demographic and special program information to be collected through the TSDS collection in the ECDS Spreadsheet • Not provide any Assessment information in the ECDS Spreadsheet • Be able to run the Assessment Pre-K Sources report showing KG readiness at the Private Pre-K and teacher report levels

ECDS Private Pre-K 2016-17 PRIVATE PRE-K ECDS SUMMARY • Classroom linking of KG teacher, KG Student and KG assessment information: • Will use existing program logic implemented in the 2014-15 School Year to tie teacher and student information together in the ECDS data mart to be used in reports. • Private Pre-K students with less than 80 days in a particular Pre-K Program will not be considered when calculating the data on the ECDS Assessment Pre-K Sources report. • Business Validations will be added to the ECDS application to verify that the Private Pre-K data has the correct values and codes when pulled from the ODS and before being added to the ECDS data mart.

  24. High Quality PK Program/ECDS PEIMS Reporting • The Classroom Link Data collection will be expanded to include grades Pre-Kindergarten and Kindergarten. • The Prekindergarten and Kindergarten students will not be included in the Student Assessment Data Portal.

High Quality PK Program/ECDS PEIMS Reporting New Data Elements for Classroom Link Data Reporting: • E1580 – HIGH‐QUALITY‐PK‐PROGRAM‐INDICATOR - Indicates campus participation in the High Quality Grant Program Funding at an LEA if the district meets all program standards required under subchapter TEC 29.166(b).

High Quality PK Program/ECDS PEIMS Reporting New Data Elements for Classroom Link Data Reporting: • High Quality PK Program Indicator is only reported from Pre-Kindergarten Service IDs. • High Quality PK Program Indicator is supported by PEIMS code table C088 – Participation-Code. 0 – Student Does not Participate 1 – Student Does Participate

  35. High Quality PK Program/ECDS PEIMS Reporting Classroom Aides are reportable as being assigned to a Prekindergarten Course Section. • PEIMS Code Table C180 - Class Role has a new code to collect this data. • 04 - PK Classroom Aide - Indicates that the Classroom Aide (Role Id 033) serves the Teacher of Record on a regular or irregular basis in the Pre-Kindergarten classroom. (Valid for Submission 3 only.)

  36. High Quality PK Program/ECDS PEIMS Reporting Classroom Aides are reportable as being assigned to a Prekindergarten Course Section. • Role ID 033 is added to the Classroom Link Data Collection as a valid role, but is only valid for the Pre-Kindergarten Service ID course sections. • Staff reported with Role ID 033 must be reported with Class Role 04 - PK Classroom Aide.
