Implementation of New Redbook Guidelines Effective July 1, 2013

The Kentucky Board of Education (KBE) is set to approve the new Redbook, with expected final approval in October 2012. The updated manual will be available on the KBE website and aims to be effective by July 1, 2013. Major changes reflect input from school districts and key stakeholders, along with updated guidance on financial practices involving external support and expenditures. Training will be provided for school bookkeepers and booster organizations. Public comments and hearings will inform the implementation process.

THE NEW REDBOOK (cont.) • If approved by KBE, it will be filed with Legislative Research Commission (LRC) • Published in the Administrative Register • Public comments will be accepted • Public hearing will be held • Legislative subcommittees will review it • Goal: process is complete in time for the new Redbook to be effective July 1, 2013

THE NEW REDBOOK (cont.) • Susan Barkley, Assistant Director, has two sessions at the Fall KASBO Conference on details of the proposed new Redbook • Lots of MAJOR changes • We changed the format of the handbook in response to districts’ suggestions • Lots of input from district staff, CPAs and KDE personnel
