  4. 1. Context: The Council and Climate 10 years ago, emerging recognition by the Council that Climate Change is an important issue; Commonwealth Games – Greenest City Objective by 2015 . Principles of Climate Change – 2007. Call to Action – 2008. Manchester: A Certain Future – 2009. Greater Manchester Climate Change Strategy – 2011.

  5. Manchester: A Certain Future (MACF) 2 headline aims; Reduce carbon emissions by 41% (based on 2005 levels) by 2020. Give every resident, worker, student, 1 day’s worth of carbon literacy training, embedding low carbon thinking into the lifestyles and operations of the City.

  6. MACF – Key Strengths Plan for the City not the Council. Encourages and relies on collective action. Council doesn’t have to lead on projects but can provide coordinating role.

  7. MCC – Environmental Strategy Programme Team Team of 14. Manchester and increasingly Greater Manchester wide remit. 12 work themes.

  8. Green Infrastructure Domestic Retrofit MCC Buildings & Energy Programme Manchester Energy Plan Environmental Strategy Work Programmes Sustainable Transport Carbon Literacy Sustainable Consumption and Production Sustainable Events Education Carbon Metrics Business Third Sector

  9. 2. Historic Partnership Working Mersey Valley Project Established 1978. Minimum investment £7.5 million over 25 years. Stakeholders include: MCC, Trafford, Stockport, EA, Natural England, Red Rose Forest, RSPB & “Friends of” groups.

  10. Mersey Valley cont: Flagship Project. Tightly defined focus. Community buy in. Achieved significant results.

  11. Mersey Valley – Lessons Learnt: Methods evolve over time – Originally flagship project now overtaken by other approaches. Managing “passion” – the most vocal not always right. Creating community ownership, without giving overall responsibility.

  12. 3. Current Partnership Working Biodiveristy Action Plan. Sets out biodiveristy actions for the City over a 5yr period. Delivery focused. Delivered by over 30 partners and statutory bodies.

  13. Biodiversity Action Plan cont: Evidence based. Multiple benefits of biodiversity and GI pushed. Shared responsibility, MCC acts as partner and coordinator. Sharing good practice and information.

  14. Biodiversity Action Plan - Lessons Learnt; Can be difficult to capture information from partners. Missed opportunities for collaborative working. Produced and delivered under two different climates – pre & post crash.

  15. 4. Partnership Working in the Future Accepting new constraints in funding and delivery of projects. Business case and evidence base key to justify projects. – City Wide GI Plan. Working closer with partners - specialists (RRF), charities, etc. Avoiding duplication.

  16. Partnership Working in the Future cont; Bigger focus on delivering joined up schemes and collaborating with Public/Private sector. Strengthening reporting and information sharing mechanisms. MCC (& councils) have leadership role to play in delivery – track record in this area.

  17. 5. Final Thoughts 10 years ago Manchester only beginning to understand importance of Climate Change. Growing awareness of benefits of GI across all sectors. Partnership working vital. Tailor the message to the audience. Never rest on your laurels!

Final Thoughts cont; Working with Partners to affect wide spread change to improve the city and people’s lives Working on a number of different themes to push one message ‘changing lives for the better’ Manchester, first industrial city. If it can be done here, it can be done anywhere! Who knows what the City will look like in 10yrs time?
