  3. 6.1.1 General Overview WMO • TCOP has been implemented during the fifteenth financial period through a range of modalities: • Regular budget under Expected Results 7 and 9; • Voluntary Cooperation Programme; • Emergency Assistance Fund; • External financing for regional and nationaldevelopment projects; • Trust Funds; • Leveraging on strategic partnerships with UN, Dev.   4. 6.1.1 General Overview WMO • Members continued to benefited under the Technical Cooperation Programme in a range of areas: • identification of needs for enhancing capacity; • support for institutional development; • infrastructure upgrades (Obs, IT, Comms, GTS); • strengthening regional networks; • preparation of NMHS development plans; • formulation of project proposals and mobilization of related resources; • cooperation and partnership within UN, with other regional organizations and supporting financial institutions.   5. 6.1.2 Voluntary Cooperation Programme WMO • During 2007 – 2010 • 88 projects were supported in 58 Member countries; • 83 % of all the requests received were supported; • Regions I and II benefited most from VCP projects (24 projects and 33 projects respectively); • Focus on expert services; short-term fellowships and training activities; surface observing; improvement of telecommunication systems; CDMS and climatological activities; and operational hydrological activities.   7. 6.1.3 Emergency Assistance WMO • substantial emergency assistance provided to Members affected by disasters for the restoration of meteorological and hydrological networks • Haiti earthquake 2010 • Pakistan Floods 2010 • Pacific Tsunami 2009 Samoa / Tonga • Storm surge - Bangladesh, Yemen and Seychelles in 2008 and Cook Islands in 2007 Doc 6.1 Technical Cooperation Programme 7

  8. 6.1.4 Resource Mobilization and Strategic PartnershipsINF 6.1 • Major focus on engaging development partners (EC, WB, Bilateral-ODA, Foundations) for financial agreements / partnerships for high-impact hydro-meteorological development projects. (all regions of Africa, Pacific, Caribbean, SEE Europe, Central Asia – INF 6.1); • Partnerships with other UN Organisations, mainly UNDP, UNEP, FAO and WFP at country level (UN “Delivering as One” – still ad hoc on a country by country and opportunistic basis due to lack of in-country presence / human resources – range of countries); • Various Advocacy initiatives for the role of WMO/NMHS in Food Security and Protection of live and property, Climate Observations and Climate Change Adaptation and Disaster Risk Reduction; • Major Events – WCC 3 / African Ministerial. • Pursuing accreditation as Implementing Entity to Major Financing Mechanisms – Adaptation Fund a success, GEF still under discussion; Doc 6.1 Technical Cooperation Programme

  9. 6.1.4 Resource Mobilization and Strategic PartnershipsINF 6.1 • World Bank / UNISDR / WMO Partnership for S. Eastern Europe & C Asia - series of assessment on: Disaster Risk, Risk Insurance Markets, and Status and Investment Plan of Hydrometeorological Services. • European Commission DG Enlargement SE Europe for NMHS Cooperation in DRR (links with UNDP / UNISDR) • Adaptation Fund proposals for West Africa and Central Asia • Partnership with the Ericson Communication and MTN to enhance weather information services to farmers and fishermen Uganda/Tanzania • Regional MHEWS Programme in Caribbean • Various HYCOS (Congo, IGAD, Mekong, Niger, Volta ) • Severe Weather Forecasting Demonstration Projects – 4 regions in partnership WB, Members, USAID, JICA etc. (Pacific, East Africa, S Africa, S.E: Asia) • Partnership with Rockefeller Foundation for Agrometeorology and Weather Extensions Services to Farmers in E Africa Doc 6.1 Technical Cooperation Programme

Technical Cooperation Programme 2012 - 2015 • Establish Executive Council Working Group on Capacity Development and Capacity Development Strategy; • Strengthen Regional Office to support for project delivery; • Increased focus on large scale, multi-annual regional projects; • GFCS as platform for funding support esp. Adaptation Fund/ Green Fund / GEF Climate Funds; • Increase interaction with UNDAFs/UN Country Programmes; • Strengthen Project Management and Implementation processes within the Secretariat. 2 Doc 6.1 Technical Cooperation Programme

Technical Cooperation 2012 – 2015 Challenges • Current Global Economic and Security Situation; • Significant scrutiny on aid effectiveness (DFID Study etc); • Most potential funding sources are development oriented and also “country driven” (AF Fund / GEF / EDF etc) and require sign off by National Focal Points usually from other Ministries; • Project Management within and across WMO Secretariat and Project Risk Management needs strengthening; • Better Integration across WMO Technical Programmes for delivery of projects; • NMHS capacity to absorb support and participate to regional projects; • WMO Communications Strategy – expanding the reach of the WMO « Brand » to clearly speak for what WMO and NMHS can deliver in support of economic development – within the UN System, with Development Banks and Aid Agencies.
