Address workforce needs, especially in rural areas – includes training but also having specialists stay in state • Develop advocacy base – who are the champions for this issue? What is the collective message? Do we need a PR campaign? • Some of the policy changes needed (i.e. 39 week “hard stop”) are just not realistic in our political climate… what else can we do?
