  4. Constitutional Office of Sheriff • Texas Constitution Article 5, Section 23 • Proposition 5 • Chief Law Enforcement Officer for the County • Office (elected) / Department (appointed)

  5. Get Elected & Assume Office • 18 year of age or older, high school education, and eligible for licensing. • Bond to Governor – Surety for the faithful performance of the duties of the Office. • T.C.O.L.E. License (within 24 months) • Audits and Inventories

  6. Basic Responsibilities • 911, Dispatcher, Communication Services • Patrol & Investigative Services • Crime Prevention Services, Public Information Officer, & Community Relations • Homeland Security & Joint Terrorism Task Force

  7. Basic Responsibilities • Court House Security – Keeper of the Paece & Dignity of the Courthouse. • Warrant Service & Extradition • Civil Process • Asset Forfeitures • Animal Control (large & small) • Animal Control Authority (unless designated otherwise)

  8. Basic Responsibilities JAIL SERVICES – Keeper of the Keyes • Booking & Releasing • Screening (Sandra Bland Act) • Classification • Indirect or Direct Supervision • Housing (Dorm, Multi-cell, Ad Seg, Protective) • Programming / Religious Services / Re-entry • PREA Standards & Audit

  9. Basic Responsibilities • Mental Health Crisis Response • Crisis Intervention Team • Jail Diversion • Transportation MH Hospitals • Fleet Management • Records Management • Bail Bonding

  10. Basic Responsibilities • Registration and Data Collection • Racial Profiling Reports • Uniform Crime Reports • Inmate Tracking • TCIC & NCIC • Sex Offender Registration • Victims Services/Victim Notification Everyday (VINE)

Issues • Border Security • Funding for MHMR, TDCJ and mental health services • Mental health patients impact on county jails • Methamphetamine Manufacture, Dealing & Abuse • Opioid Addiction (abuse, fraud, diversion) • Fentanyl • Marihuana – Medical, decriminalized, recreational • Blue Warrant inmates in Texas County Jails
