Introduction • Nowadays the Italian Education System is not supported by a National Qualification Frame (NQF) and National Standard for Vocational Education and Training (VET), specifically concerning formal and non-formal learning. • In particular, a specific law have been approved relating the adult education system – DPR draft with reference to the new provincial centers for adults (CPIA)- , that will recognize the adult students’ formal and informal skills.   6. The gaps in the actual system Monitoring activities and valutational survey, reveal several gaps in the adults education system. Actually, the present system is not adequate to the brand new requests in the training field. Some examples may be: • The arrangements and training organisation are too rigorous, being too similar to the “day-work” activities; • There is not enough autonomy in the administration, method of teaching and organisation of all those structures dedicated to the education of adults; • There is not an integrated system related to the e-learning platform that would involve all those who, being not in the structure, want to practice a kind of supported training; • There is not a clear system recognizing competencies and certifications related to the working experiences and accepted at any training levels. Some informations about the new Centres The new Centres: • Represent a kind of self-governing scholastic institution, with a specific didactic organisation, developped through a net of territorial services; • Offer a training to attain certifications related to both first and second cycle education; • Have the same autonomy as scholastic institutions; • Have their own functional management; • Have the same boards as the scholastic institutions, with the appropriated adaptations; • They are linked to the local autonomies, jobs and professions.   8. ACT N°296 OF THE 27/12/2006(FINANCE ACT 2007) THE CLAUSE 632 REORGANIZED THE CTP ON A PROVINCIAL BASE, THROUGH PROVINCIAL CENTRES FOR THE ADULTS EDUCATION AND THROUGH TERRITORIAL NETS. The goal is to confer advanced levels of education to adult people, also immigrants,with a particular reference to the knowledge of the italian language considering the European target. The percentage of people between 25 and 64 years old having a share in education and/or training in Italy in 2001 is of 4,6% ( Eurostat), against a benchmark fixed by the Committee in 2010 of 12,5% ISER srl LLP-2010-1-ES1-GRU06-20745-7

FROM CTP TO CPIA In the MPI decree of the 25/10/2007 we find the general standards concerning the assignment of autonomy specified in the DPR n°275/99 to the “ Adults education Provincial Centres ”, according to the district reorganization, of permanent territorial centres for adults education and evening classes at the scholastic institutions including all grade and levels; decree n°296/06, art. 1, clause 632. CPIA PURPOSES • Achievement of the education’s level provided from the actual regulations after the primary school, as well as the certification concerning the first cycle of education; • Recovery of knowledge and skills to obtain the certification of the obligatory education as in the section 622, act 296/06; • Achievement of the high school qualification diploma; • Functional literacy aiming at the acquisition of competencies related to the obligatory education and to the related certification; • Knowledge of the italian language (related to the immigrants) to facilitate their linguistic and social integration. Adult Educations Prospectus in Italy • Since 1997 in Italy, the education courses for adults were organized by the Permanent Territorial Centres(CTP) or by the evening classes of the secondary schools ( professional or general). It dipends on the characteristics of the course: ex.:, the primary courses for immigrants, to learn writing and reading and the lower secondary courses for adults are kept by the CTP, while the courses to attain the high school certificate are kept by evening classes. • In particular: • The courses to attain a certificate related to the first cycle of education ( 6-14 years old - level ISCED 2) are hold by the CTP; • The evening classes to attain the high school certificate ( Level ISCED 3) are provided by the secondary school. . Changes in the organization of the Italian Education Centres for Adults in 2011 • According to the draft of the DPR (Decree of the Presidente della Repubblica), still to be approved, and which will define the didactic management of the education centres for adults, the new “CPIA” will include “CTP” and the Evening Classes that are operating nowadays in the primary and secondary italian schools.

  14. Recognition of formal and informal competences in the future education programs for adults • The learning programs of the new CPIA – Provincial Centres for Adults education are organized and addressed to each adult studend. • The so-called “Patto formativo individuale” (individual learning agreement), underwritten by the student and CdCteachers(“Consiglio di Classe”), is a document containing the student competencies and skills, attained trough an informal learning at the beginnig of the program for adult students. • A further future decree will determine the new rules concerning the certifications of credits( in formal and non-formal learning ) useful for the courses admittance (every level) in the new centres ( CPIA).
