Introduction • Vietnam is entering the cycle of developing 10-year Socio-economic Development Strategy and 5-year socio-economic development plan • The Government Office has required MOH: • To report on 10-year health strategy (2001 – 2010) implementation • To develop proposal on 10-year health strategy (2011 – 2020); and • To develop proposal on 5-year Health plan (2011 – 2015)

Development viewpoint (5-year plan) • Public health care system takes the lead role, ensure the orientation of equity, efficiency, development and social security . • The State increases investment, development of public hospitals, innovating operational and financial mechanism of PHs for a dynamic, efficient performance. • Promoting social mobilization, building and setting up new joint-stock, join-venture hospitals, private clinics and hospitals

Development viewpoint (5-year plan) • Resolution No. 46-NQ/TW dated 23/02/2005 of the CPV Politburo (Session IX) on “People’s health care & protection in the new situation“; Politburo’s Conclusions Nos 42; 43; 44 • Resolution No. 18/2008/NQ-QH12 on” enhancing implementation of policies, legislation for social mobilization to improve quality in people’s health care” • Increasing proportion of State budget health spending higher than that in average State budget general spending; • Restructuring budget allocation: • Priority given to mountainous, disadvantaged areas, • Preventive medicine, grassroots health care service, • IEC in health, population, FP, • Food hygiene and safety, • Priority given to development investment for upgrading and elaborating public health care system and ensuring social security

Development viewpoint (5-year plan) • Innovation in financial mechanism in public health care units, full cost calculation for health services • Following the roadmap of universal HI, • Public finance resource (State budget and HI) is the main source, accounting for a high proportion in social spending for health

Goal: “To develop the Vietnamese health system in the socialist-oriented market mechanism, ensuring the equity, efficiency and developing health care services at a level which is the same as other countries in the region, ensuring the quality health care access for all people, reducing epidemic disease morbidity and mortality rate, containing the outbreaks of big epidemics, promoting health, increasing life expectancy, and developing the generation”. This goal is translated into big objectives • (general objectives), and then specific objectives by 6 key areas of the sector

Process of developing 5-year health plan and EC support The European Commission has agreed to support implementation of Milestones 3, 7 and 8 in SOI • Milestone 3: Guidance on provision of budget support to be approved by late Sept. 2009 • Milestone 8: Logical framework for 5-Year Plan proposal and effectiveness monitoring framework to be adopted by late Oct. 2009 • Milestone 7: Budget estimate framework for 5-year pal to be finalize by late June 2010

Schedule • Quarter IV/2009: • Plan outline; consultation process with stakeholders, international and local experts • Setting priorities • Identifying the major measures • Quarter I/2010: • Consolidation of the units/localities’ (proposed) plans • Organizing consultation workshops • Finalizing the plan • Submitting for approval before May 2010. • Circulating within June 2010 (served as basic for the 2011 plan
