GrantsGov Overview • Grants.gov is a source to find and apply Federal Grants • Established as a governmental resource as part of Presidents’ 2002 Fiscal Year Management Agenda • Main idea is to create a one stop shop for applicants to search and apply for federal grants published by all federal agencies (HHS, DOD, DOE…) • Department of Health and Human Services is the managing partner for this program • Grants.gov doesn’t provide personal financial assistance

  3. What is a GRANT? A federal grant is an award of financial assistance from a federal agency to a recipient to carry out a public purpose of support or stimulation authorized by a law of the United States. Federal grants are not federal assistance or loans to individuals. Currently 26 Federal Agencies offer over 1,00 grant programs annually in various categories like Agriculture, Health, Arts, Housing, Energy. Eligible applicants include and not limited to Education Organizations, State Governments, Local governments, Non-Profit Organizations, For-Profit Organizations, Small Business and Individuals.

Environments GrantsGov currently has 4 environments: • Production – www.grants.gov • Actual environment where federal agencies post their opportunities/grants • Available for general public to find and apply for federal opportunities/grants • Training – http://at07web.grants.gov • Accessible by federal agencies and general public • Used by Federal Agencies to train new members on board • Used by S2S (System to System) community to develop and test their applications • Typically a production replica

Environments (cont..) • Test – http://test.grants.gov • Test environment where all application testing takes place. • Accessible only to internal test team and IV&V • All builds are deployed here first and tested by internal test team and then delivered to IV&V • Upon successful test cycle builds are promoted to production. • Development Environment - http://dev07apply.grants.gov/apply/login-index.jsp • Only accessible to development team and internal test team might use the environment as needed • Used by developers during the development and analysis stages

Types of Applicant • Types of Applicants • Individuals • Organization Applicants • Individual Applicant • These are applicants that submit for themselves • They are not associated with any organization • Eligible to submit only for grants that have eligibility criteria specific to individuals. • Ready to submit soon after registration is complete with GrantsGov as an applicant

Types of Applicant(Cont..) • Organization Applicant • Associated with an Organization • Organization must be registered under CCR with a unique DUNS number • Eligible to submit applications only for opportunities with eligibility criteria set to Organizations • Applicants should register with GrantsGov in association with their DUNS number • Organization admin (E-Biz POC) should assign role (AOR) for applicants to submit grant applications on behalf of their organization • Applicants with AOR role has an additional tool kit called E-Biz POC Tools in applicant User Interface

New User Registration Agency Registration • Link available to register from Agency Login page • https://at07apply.grants.gov/apply/agencyUserRegister.faces?cleanSession=1&destroySession=true • User need to know the agency enrollment code to complete registration • User id is unique amongst different agencies • Password must adhere to specific rules

Organization Applicant Registration • Link available to register from Left navigation • https://at07apply.grants.gov/apply/OrcRegister • Users needs organization DUNS number available for search in order to register • User id is unique amongst all applicants • Password must adhere to specific rules • User must be granted a role (AOR) by E-Biz POC before they can submit applications

E-Biz Registration • New DUNS come into the system through CCR nightly files • At least one individual should register under this DUNS as an applicant • E-Biz POC from nightly file for this DUNS gets an email with initial password • E-Biz POC to login through E-Biz POC login screen using their duns number and password • E-Biz POC needs a special password called MPIN to unlock the functionality inside for the first time and any updates after that

Search and Download Search is divided into 2 types at a high level • Search (Basic/Advanced) • Apply Search Both these search screens provide applicants with different options to search for opportunities posted by agencies that meet their interest; the main difference being Apply search has an additional capability of searching for opportunities that don’t have a synopsis also.

Basic Search • Basic search allows applicants to search using Keyword, funding opportunity number and CFDA number • Keyword search is powered by Google Search Appliance (GSA) • Funding Opportunity Search and CFDA search are Database searches • Every Opportunity should have a valid synopsis to show up in this search page • Modifications are available as highlights as the opportunity is displayed. • Typically new/modified opportunities are supposed to be available in 30 min

Search (Cont..) • Browse by Category • Applicant has the ability to search by Funding Activity Category • Clicking on each category provides a list of opportunities available currently for that category • Browse by Agency • Applicant has the ability to search by Federal Agencies • Clicking on each agency provides a list of opportunities available currently for that agency

Search (Cont..) • Advanced Search • Keyword search is powered by Google Search Appliance (GSA) • One of the places where applicants can search for Closed and Archived Opportunities • Search by posting date, eligibility, category, sub agencies and a funding instrument type are all different options available • Various combinations of searches can be provided from this page

Admin Users GrantsGovAdmin Role • GrantsGovAdmin is a special role that is provided to admin users • Typically PMO/O&M/helpdesk/testers have this role • Ability to adjust closing date limit using “Set Closing Date Limits” • Ability to set themselves to any agency/sub-agency • Can take a look at opportunities created and applications received by agencies • Can modify agency POC information and preferences for any agency/sub-agency

Generic Functionality (cont..) • Email Synopsis • This functionality allows grantors to publish a synopsis using email • Functionality is used by few agencies • Forgot My Username • This functionality allows users to send their username to email address used during registration • Available to agencies, individual applicants, organizational applicants • Forgot My Password • This functionality allows users to reset their password based on secret question set during registration or system generated password emailed to email address used during registration • Available to agencies, individual applicants, organizational applicants, E-Biz users

Generic Functionality (cont..) • Change My Password • Functionality that allows users to change password by specifying their current password • Email Notifications • All major functional changes like updating profile, submissions being received, processed etc trigger in email notifications to appropriate users • Nightly notifications are sent to subscribed users to notify regarding an opportunity being published. • Forms Repository • https://at07apply.grants.gov/apply/FormsMenu?source=agency • Displays a list of forms that are available in GrantsGov as of now • Read only PDF, schema and DAT (requirements for form) are part of this repository
