  1. Integrated Airman and/or Rating Application (IACRA)

  2. What is IACRA? IACRA, the Integrated Airman Certification and/or Rating Application, is a web-based application that uses online validation and digital signatures to verify the output data. Upon successful completion of the file, the Registry issues applicants a permanent airman certificate.

  3. What Does IACRA Do? • Processes applications for airman certification via the web • Speeds application process from 120 days to near on-demand • Interfaces with critical elements of multiple FAA databases for data validation and verification • Automatically ensures applicants meet regulatory and policy requirements • Implements use of digital signatures throughout certification process • Automatically produces results documents

  4. The Integrated ACRA Solution • Web-Based Architecture • Integrated Databases • Consistent, Intuitive User Interface • Online Context-Sensitive Help • Built In Configuration and Administration • Ease of Upgrade & Deployment • Paperless System

  5. IACRA Benefits • Improved accuracy and filing time for PTRS (1563, 3529, 5529) • Improved management oversight capabilities • Promotion of data sharing • Elimination of distribution of software media • Compliance with GPEA by mandated Oct. 03 through use of digital signatures • Reduction of data errors through auto checking • Reduction in the number of rejected applications • Reduction in the certification processing time • Reduction in FAA transaction costs • Adoption of a single airman tracking number • Uniformity of interpretation of airmancertification regulations

  6. Who Are IACRA Users IACRA users include the Federal Government, Aviation Industry and the Public. Examples include: • Aviation Safety Inspectors (ASI) • Aircrew Program Managers (APM) • Training Center Program Managers (TCPM) • Designated Examiners (DPE, DME, TCE, APD) • Aviation Safety Technicians (AST) • Airman Certification Representatives (ACR) • Airman Applicants • Beta Users (selected ASIs and DPEs)

  7. What Certifications/Ratings Does IACRA Currently Issue? Operations • Instrument Rating • Type Ratings • Ground Instructor (original issuance only) • CFI renewal by wings program participation • Flight Engineer Path • Flight Navigator Path • Aircraft Dispatcher Path • Airline Transport Pilot • Commercial Pilot • Private Pilot • Recreational Pilot • Certified Flight Instructor • Student Pilot

  8. What Certifications/Ratings Will IACRA Issue in the Future? • Light Sport Repairman Maintenance • Light Sport Repairman Inspection • LOA Path Original Issuance • LOA Authorized Instructor • 142 School • Original Sport Pilot Certification • Sport Pilot Added Endorsement • Sport Pilot Certified Flight Instructor • Sport Pilot Ground Instructor

  9. What Certificates Will Be Issued in the future by IACRA? Airworthiness* • Mechanic • Inspection Authorization • Parachute Rigger • Repairman *Due to be added

  10. Database Integration IACRA integrates with the following organizations/databases: • PTRS – Integration on or before 11/15/03 • AVR Data Mart • ATS – Airman Testing Standards (Knowledge Testing) • PTS – Practical Test Standards • NVIS - National Vital Information Subsystem • Airmen – Comprehensive Airman database • Reference - lookup tables from mainframe sources

  11. When Can I Use IACRA? IACRA is being rolled-out regionally. The current rollout schedule is as follows: Region Rollout Date SO Sep-03 SW Dec-03 GL Feb-04 WP Apr-04 EA Jun-04 NM Aug-04 CE Oct-04 NE Nov-04 AL Dec-04

  13. IACRA Enterprise Environment

  14. Required Software • Only a Web browser and Adobe Acrobat Reader are required for users to access the application • Separation of User Interface from Business Logic and Data Access makes IACRA quick and efficient to use

  15. Digital Signature Integration • The FAA uses digital signature technology in the conduct of secure electronic commerce with its customers in the aviation industry and the public. • IACRA is intended to be a paperless system in order to comply with the Government Paper Elimination Act (GPEA).

  16. Digital Signature Integration • A digital signature is a unique “stamp” on an electronic document showing that a specific person signed the file. A digital signature is just as legally binding as a person’s handwritten signature on paper. Using private/public key pairs and cryptography techniques provide strong assurance of signature authenticity and file integrity. The security associated with digital signature means the recipient can: • Confidently verify the signature(s) on the document • Confirm that the document has not been altered in any way since it was signed • Signer cannot deny signing the document (This is called “non-repudiation.”) • Digital signatures are the key to making IACRA successful.

  17. IACRA Application Walkthrough

  18. IACRA Application Walkthrough The following screen shot walkthrough shows how IACRA is used when a typical applicant registers. This walkthrough shows the following: • An applicant registering with IACRA • A Recommending Instructor(RI) registering with IACRA • You, the DPE, registering with IACRA • An applicant filling out the application • The RI selecting the application and adding a digital signature • The applicant digitally signing the application

  22. Applicant Registration (con’t)

  23. Transition At this point, the Applicant Registration is complete and has generated a FAA Tracking Number (FTN) for the applicant. The Recommending Instructor must now register (though in reality, the RI could have registered long before or even after the applicant). The RI registration is far less complex than the applicant registration. This is due to the validation process IACRA uses to ensure that the data requested from the RI at registration is validated in national FAA databases as being accurate and current.

  26. Transition The Designated Pilot Examiner must register as shown in the following slides.

  28. Designated Examiner Registration

  29. Transition Now that all of the participating parties have registered, the process starts with the applicant filling out an IACRA application.
