Contd... • Third Internal Supervision Mission (ISM) conducted in KGBVs. • ISM consisted of members from UNICEF, Mahila Samkhya, CARE India, SCERT & SSA. • ISM report identified best practices and problem areas. • Quarterly magazine MUKTAKAASH with inputs from KGBVs published. • Development of training modules on Mathematics, Science & Hindi. Training imparted . • Science models prepared by 96 KGBV girls in Lakhimpur Kheri out of which 2 projects were selected for State Level Science Exhibition. Deepak:: Presentation AWP&B 2013-14

Girls Innovation : Meena Manch Success Story • This is the story of a girl Usha of class 6th and boy Cheddu of class 7th in block bahadurpur district Bareilly. • Their parents decided to marry them. When girls of Meena manch came to know they informed their teachers and requested to stop this marriage. • Teachers mobilized and with the help of Meena Manch girls they created pressure on parents of both children to stop early marriage. • After few round of discussion both parents agreed to postpone their marriage. NPEGEL • 680 blocks of UP are covered under NPEGEL. • Judo Karate training camps organised in 232 blocks for self-defense & 23200 girls were trained. • 1022 Life skill camps for adolescent girls organised at block headquarter to train them for self-defense and other life skills. • 12 Modules have been developed, printed and distributed for vocational awareness in Model Cluster Schools (MCS). School Management Committees • School Management Committees (SMCs) formed in all Schools. • Bank accounts of SMCs opened and made operational. • During 2012-13 following activities have been implemented through SMCs- • School construction work, • School grant, • Maintenance grant, • Teachers grant, • Uniform distribution etc. Deepak:: Presentation AWP&B 2013-14

Contd... • Training Module & Handbook "Jan Pahel" developed. • 200 District level Master Trainers trained at state level. • 4 members of each SMC imparted training. • Special focus upon school development plan in training. • For the implementation of above activities, 562823 SMC meeting conducted during last 6 months and 901807 females, 437440 SC and 32178 ST parents participated in the meeting (also confirmed by independent monitors).   14. Community Mobilization • School Chalo Abhiyan was conducted during 1-31 July, 2012. Hon'ble Chief Minister made an appeal to all stake holders to ensure success of programme. • Shiksha ka Haq pakhwara (fortnight) celebrated from 11 to 26 November, 2013 and rallies, cultural programme, puppet shows, sports, debates, writing competition and sangosthi organised at school level. • Training imparted to volunteers to visit schools and submit reports with regard to RTE compliance, on a specially developed format. • During 2013-14, Nirmal Vidyalaya Puraskar is proposed to promote hygiene and sanitation in schools. Interventions for Minority • During 2012-13, 459 aided Madarsas affiliated to State Arbi Farsi Madarsa Board have been provided assistance of- • Teacher grant • School grant • Free textbooks • Free uniform • Skill development programme is being implemented in minority focused districts. • 21533 children are benefitting for this programme. • Main trades are stitching & embroidery, cookery, bakery, food preservation, agriculture based skills, floriculture, computer training, printing, soft toy making, beauty culture, typing, handicraft etc. Deepak:: Presentation AWP&B 2013-14

Inclusive Education • 3.94 lakh CWSN identified through house hold survey. • 3.70 lakh CWSN have been enrolled in schools. • 767 medical assessment camps have been organised in which 43593 children were assessed & 20774 disability certificates were issued to CWSN. Contd... • 48501 aid and appliances have been provided to about 36000 CWSN through ALIMCO and other sources. • 2693 special teachers deployed in schools to provide academic support. • 129 residential pre-integration camps have been made opertional for education of severely disabled Visually Impaired and Hearing Impaired children. 7070 children have been enrolled. • Special support is being provided by 87 resource centres in the districts. • After completing pre-integration camps, 577 girls with disability enrolled in 102 KGBVs.   21. Success Stories .... • Cataract Surgery • Dr Shroff Charity Eye hospital Delhi selected 162 CWSN of 35 Districts for cataract surgery • 95 CWSN undergone Cataract Surgery free of cost • now all have vision Deepak:: Presentation AWP&B 2013-14

Out of School Children • Household survey was conducted in the month of August, 2012 to identify out of school children. • Survey was carried out by the teachers & shiksha mitras. • 64442 children in the age group 6-14 years have been identified as out of school children. • 58378 Out of school children have been enrolled in schools under special training and 5824 OoSC enrolled in pre integration camps. Special Training Programme • Condensed curriculum, learning material and training module for primary level have been developed by SCERT and made available to teachers and students. • This year, subject wise material for upper primary level has also been developed. • 3 days refresher training was imparted to 221 master trainers and 4535 teachers. Free Textbooks & Free School Uniform to Students • Free textbooks have been provided to all girls and SC/ST boys of class 1-8 under SSA. • Free textbooks to general & OBC boys have been provided from State budget. • Two sets of free school uniform have been provided to all girls and SC/ST & BPL boys of class 1-8 under SSA. • Free uniform to Non-BPL boys has been provided from State budget. • Uniform to children are being distributed in decentralized mode through School Management Committees. Teachers Primary Schools (Class 1-5) • No. of teachers required as per RTE norms 482864 • (as per enrolment on 30.9.2011) • Total sanctioned post in State 421958 • Total working teachers 181890 • Total untrained teachers (Shiksha Mitras) 168866 • 59482 Siksha Mitra will be regularized by December 2013 and 66150 Siksha Mitra will be regularized by December 2014 Total 350756 Deepak:: Presentation AWP&B 2013-14

  26. Contd... • Recruitment process for 72825 trainee teachers has been started . Incomplete due to Hon'ble High Court's order. • Thus, by end of June, 76104 additional teachers will become available in schools. Deepak:: Presentation AWP&B 2013-14

Upper Primary Schools (Class 6-8) • No. of teachers required as per RTE norms 176875 • (as per enrolment on 30.9.2011) • Total sanctioned post in State 161597 • Total working teachers 101271 • Vacancies 60326 • Teachers Service Rules have recently been revised which provide for filling 50% posts in upper primary schools by promotion and 50% by direct recruitment. • Process for filling posts of PTIs in upper primary schools with more than 100 students started for 13769 schools. Enhancing Quality of Education • Revision of textbooks as per NCF-2005 has already been done. • Textbooks are being revisited • to make language simple • to reduce burden on students • to make learning more effective • Development of reading corners in schools. • Activity based cards have been prepared for Hindi, English, Maths and EVS for classes 1 to 3 to encourage activity based learning. Contd…. • To promote self-learning, work-books in Hindi & Maths have been distributed to class I & II students. • Training module for teachers to enable them to understand and implement the CCE pattern of evaluation. • CCE has been implemented in 5 districts on pilot basis and based on field trials / brainstorming and feedback, will be implemented in all districts in 2013-14. Research Studies • During 2011-12 seven research studies were commissioned which have been completed. • During 2012-13 three research studies have been commissioned - • Evaluation of uniform distribution scheme and it impact on enrollment and attendance of students. • A study on dropout rate of school children in seven districts of Uttar Pradesh using triangulation of data from school records, household survey of concerned habitations and EMIS data at primary and upper primary levels. • Study of the status of computer aided learning in upper in upper primary schools. Vision for 2013-14 • Saturation of infrastructural facilities and improving access to school education. • Focus on improvement of quality of education. • Strengthening the mechanism for the identification of out of school children and their enrolment.   38. Major Civil Works Proposed in 2013-14 • There is requirement of 2010 Primary schools but on the basis availability of land 1497 primary schools are proposed. • There is requirement of 288 Upper Primary schools but on the basis availability of land 237 upper primary schools are proposed. • There is requirement of about 10000 additional classrooms but on the basis availability of land 6040 additional classrooms are proposed. • In the remaining 42201 schools Boundary Walls are proposed • Ramps are proposed in 61366 schools. • Toilets and CWSN friendly toilets are proposed in 8752 schools. • Child friendly elements are proposed in 7825 schools. • Estimates for building of PS, UPS and ACR have been revised. Innovation Programme for SC/ST Children • To promote enrollment and retention of SC/ST children in Upper Primary Schools, 2 interventions are proposed. • 1- 3 days Residential Life Skill Camps are proposed in each block. 50 children of 11-14 age group will be covered in one batch. • 2- Exposure visits for SC/ST children are proposed within the district. Scout & Guide activity in Upper Primary Schools • The State Government proposes to re-start scout & guide activities in upper primary schools with an objective to inculcate national, moral, social and human values among students. • Troops of 16 boys (scouts) and troops of 16 girls (guides) will be formed seperately. The schools having minimum 16 girls and 16 boys will be selected for the purpose. • 35475 Upper primary Schools will be covered @ Rs. 21,700. • School Management Committee will be responsible for the implementation.   41. Residential Schools • 14 Residential schools are proposed in 14 districts - Agra, Aligarh, Allahabad, Badaun, Ballia, Firozabad, Ghaziabad, Kanpur Nagar, Lucknow, Mahoba, Mau, Meerut, Varanasi & Hapur. • The capacity of residential school is proposed to be 50 children. • These schools will be located preferably in urban area and will cater to education of homeless/shelterless children. • The schools are proposed to run in public building which will be suitably modified. • Other norms will be like KGBV.   42. Interior Allowance for Teachers • There are a great difficulty in deploying teachers in remote sensitive areas. • It is proposed to provide interior allowance, as incentive, for teachers in 3 Naxal affected districts- Sonebhadra, Mirzapur & Chandauli. • Rs. 1500 per month per teacher is proposed. • No. of schools in such areas - 1553 • No. of teachers - 6212 Deepak:: Presentation AWP&B 2013-14

  43. Strengthening of KGBV • Maintenance grant for girls is proposed to be increased from Rs. 900 to Rs. 1800 per month per girl. • Ceiling of salary for teachers of KGBV is proposed to be increased from Rs. 12 lakh to 25 lakh per annum. • Computer lab is proposed in 339 KGBVs. • Language lab is proposed in 339 KGBVs. • Boundary wall is proposed in 133 KGBVs and electrification is proposed in 174 KGBVs. • Additional provision for 47 KGBVs sanctioned in 2012-13 for up gradation from 100 girls to 150 girls.   44. Household Survey for Out of School Children • There is a change in the strategy of House Hold Survey during 2013-14. • Survey will be conducted in June, 2013. • Intensive survey in 14 larger districts- Agra, Aligarh, Allahabad, Bareilly, Firozabad, G.B. Nagar, Ghaziabad, Gorakhpur, Jhansi, Kanpur Nagar, Lucknow, Meerut, Moradabad and Varanasi with the help of NGOs/External Agencies. • In special pockets of 10 districts- Bahraich, Balrampur, Chandauli, Lakhimpur Kheri, Lalitpur, Maharajganj, Siddharth Nagar, Sonebhadra & Srawasti with the help of NGOs/External Agencies.   45. Contd... • Unit cost for survey is Rs. 10/- per household which includes, Survey work, Computerization & Compilation of childwise details and tracking of children. A software will be developed. • In the remaining areas of the above 24 districts and rest of 51 districts House Hold Survey will be conducted through teachers & shiksha Mitras. unit cost Rs. 3/- per household.   46. Use of Technology for Monitoring • Bio-Metric device is proposed to be installed in all 70 DIETs, 746 Kasturba Gandhi Balika Vidyalayas, 880 Block Resource Centres and 135 Pre-Integration Camps for ensuring regular attendance of teachers, trainees & students. • Helpline is proposed for public comments/complaints regarding various aspects of functioning of schools . • A software will be developed with the help of expert agencies. This will be linked to mobile phones of district and block level education officers. • A message will be automatically generated and set to concerned block level officer and consolidated report to district level officer (BSA). Goal • To equip Teachers with better tools of assessment and improve the learning levels of children in the classroom. • Focus Areas - • Improvement in Reading & Numeric Skills at early primary level. • Promotion of Hands-on-activities in Science & Maths at upper primary level. • Learning in stress free and joyful environment. • Learning through group work, peer learning & self learning. Contd... • Strategies adopted • Unified training calander in collaboration with SCERT, SIEMAT and SSA. • Rationalization of teachers training with the help of SCERT for teacher mapping, monitoring the impact of training at classroom and sharing good practises of teaching and assessment. • Modification of teacher mannual and training module. • On-site support through various level of resource centers. • Provision of essential teaching learning material to schools • Professional Support from SCERT, UNICEF & CARE India for teachers training and material development. • Establishment of language lab at English Language Teaching Institute. Contd... • Evaluation of Schools • A system of School Evaluation will be developed and implemented during 2013-14. • SCERT will conduct workshops to decide parameters for school evaluation. • Orientation of officers will be undertaken accordingly. • Measuring Students’ Learning Achievement Levels • SCERT will conduct a study on measuring students’ learning levels and undertake cross-district comparison to get holistic picture. • Study will be conducted in Language & Mathsand will cover students of Class III in 10 selected districts of the state.   50. Entitlements to Students • Uniform • 2 sets of uniform to all girls, SC, ST and BPL students @ Rs. 550 per student for 2 sets are proposed. This year shoe, socks & tie is proposed to be given with uniform. • Textbooks • Text books are proposed for all girls & SC/ST boys in primary & upper primary schools. • Work books are proposed for all students in primary schools • Teaching Learning Material is proposed for all students of primary & upper primary schools.
