  3. WORKING ERA IT WILL BE EXPANDED OVER THE PRE DESIGNED CLUSTERS OF SELECTED CITIES WHERE PREMIUM SHIPMENTS VOLUME IS HIGH. IT WILL BE PURELY BASED ON VARIABLE COST MODEL WHICH IS DERIVED BY THE NON-EXCLUSIVE EXTERNAL VENDORS. THEY WILL BE FOCUSED ON PREMIUM SHIPMENTS DELIVERY WITH A FAD RATE OF MIN 90%, FOLLOWED BY THE TD%, SDD% AND SCD%.
