In Holland, whose population (16 million inhabitants) was twice that of Sweden, the number was about 20 000. Source: (SOU 1995:15) At the Swedish Socialdemocratic (Labour) Party Congress in 1997, in the City of Sundsvall, the Women League made a proposal about a new legislation. After a voting they won and the first step to criminalize the buyers (“the Johns”) was taken. Lars Back Budapest No III

Prevention of sexual exploitation - challenging the demand side The proposal was presented in Bill 1997/98: 55 The 1st of January 1999 - SFS 1998:408 prohibiting the purchase of sexual services It expired on April 1st 2005 when the SFS 2005:90 took effect, whereby the above provision introduced directly into the Penal Code sixth chapter. §11. Whoever, except in the event referred to advance in this chapter, obtain a temporary sexual relationship for remuneration, convicted for the purchase of sexual services by a fine or imprisonment up to six months. From telephone interception it appears that the stream of sex buyers is not often as large as desired by the pimps. Prevention of sexual exploitation - challenging the demand side • In addition to the class structure that exists in today's society, there are other parallel structures which ranks individuals and groups. • These structures are both formal and informal. The most obvious of these is the gender structure that exists and which is disassembled and segregated the sexes, men and women. • It tells us: that men are the norm, women exception that men are superior, women subordinate to men has great power, women little power. Prevention of sexual exploitation - challenging the demand side • Therefore I would like to remind all of us that the underlying causes of trafficking and prostitution is • a patriarchal society, • poverty due to unequal allocation of resources between men and women, • other forms of social and economic differences between men and women, • the feminisation of poverty. This is particularly evident in the former Eastern Europe. Too often, this is a result of the initiatives and proposals from the western extreme neo-liberal advisers and institutions, • rape, sexual abuse, incest and violence. Lars Back Budapest No VIII

This is to give up and lie flat for the international sex industry pressure, I feel. I am convinced that these countries will not be able to work successfully against international sex trafficking. Not least against the background that the majority of prostitutes in countries such as the Netherlands and Germany, originally from human trafficking. Lars Back Budapest No IX

Prevention of sexual exploitation - challenging the demand side • Questions that can be asked is: • Should a democratic state legalise men's sexual • exploitation of women? • Does this not mean that the State Government and • the Parliament says that it is okay, that is right, that • women's and children's bodies can be marketed as • any goods? • Does not this mean that the state ultimately act like a • pimp by taking up the tax and profit from the sex-trade?
