RON SIGNIFICANTAMENDMENTCHANGE • HUDconsidersRADconversionstobea“SignificantAmendment”toaPHAPlan • Discussionswithresidentorganizationsandotherresidentscanbeginatany time • Ideallybeforethetworequiredmeetingswithresidentsofprojectsproposedforconversion,andpriortotheinitialapplication • HUDrequiresthattheSignificantAmendmentbemadeafterpreliminaryapprovalisgranted(CHAP) • Canbe2monthsafteraconversionapplicationissubmitted • Wellbeforefinalconversionisapproved(HAP) • RABinvolvement,PHA-wide notice,broadpublicoutreach
