  2. Bangladesh Setting • Ratified UNFCCC. • Ratified Kyoto Protocol (KP) • Submitted First National Communications of the UNFCCC; • MoEF is the Focal Point for the UNFCCC and KP • GoB has taken a positive stand regarding CDM • Established Designated National Authority (DNA) for the CDM Projects.

From October 2002 to September 2003, the Government of Bangladesh and Waste Concern with support from UNDP completed a project entitled `Capacity Building for CDM in Bangladesh` Project Outputs • Policy guidelines and institutional framework for implementation of CDM in Bangladesh • Development of baseline and preparation of business plan for landfill gas extraction and its productive utilization

  8. Social Indicators • Poverty Alleviation • Creation of new jobs • Creation of new economic activities • Positive impacts on local communities • Positive Health Impact • Gender Equity(Women empowerment, equitable distribution of wealth)

  9. Technological Indicators • Transfer of clean and cost effective technologies. • Contribution to the sustainable use of natural resources. • Ease of adaptation to local condition.

  10. GOAL • IS THE PROJECT BENEFICIAL FOR THE COUNTRY ? or • DOES IT HELP ACHIEVE THE DEVELOPMENT OBJECTIVES OF THE COUNTRY?

  11. If Not! IS THE PROJECT AT LEAST NOT INCONSISTENT WITH THE PLANS AND POLICIES OF THE GOVERNMENT At the practical level this implies DOES THE PROJECT CONFORM TO ALL THE SECTORAL PLANS (MINISTRIES/AGENCIES) OF THE COUNTRY

CDM Project Opportunities in Bangladesh • Methane recovery from landfill with or without electricity generation • Composting of urban solid waste • Biogas from a wide variety of waste, such as: -Poultry Droppings -Tannery Waste -Effluent from food processing industries -Human Excreta -Sewage Treatment • Solar Home System in off grid areas • Efficient Lamps to replace incandescent light bulbs • Fuel substitution and efficiency improvement in brick manufacturing • Sugar cogeneration

Terms of Reference of CDM Committee • Formulation of national CDM policy and strategy, such as developing national sustainable development criteria. • Selecting CDM sectors and project type (such as energy, agriculture, forestry, industry, waste management etc.) • Selection of technology options/imports. • Equitable distribution of project in different regions of Bangladesh. • Benefit sharing. • Approval of projects to be sent to CDM Board for endorsement.

  17. Terms of Reference of CDM Board • The CDM Board would provide the Government endorsement for the projects approved by the National CDM Committee • The CDM Board would provide necessary guidance to National CDM Committee • Facilitate smooth implementation of CDM projects by sorting inter-ministerial issues involved in CDM projects.
