Education Program with committee oversight • Supports Public Law 109-42 • Promote and improve community outreach and education networks and programs…implementation of technical training and public education programs • integrate tsunami preparedness and mitigation programs into ongoing hazard warning and risk management activities, emergency response plans, and mitigation programs … integrating information to assist in tsunami evacuation route planning • educational programs to discourage development in high-risk areas

Education Program with committee oversight • Supports expectations from Congress and States • NTHMP States are being asked by both Congressional Delegation and Governor’s Staff what actions have been taken to support the states for Tsunami Public Education under Public Law 109-42 • 1998 Strategic Implementation Plan • Table 1 – Mitigation Strategic Implementation Plan Accomplishments; Tsunami Resilient Communities Activities Matrix as adopted by NTHMP Mitigation Committee

NTHMP Education Program 2008 Activities • Convert International Tsunami Science and Preparedness Certificate Program to U.S. Program • USAID spent over $1 Million for capacity building in the Indian Ocean including a 2-week Tsunami Science and Preparedness Certification Course at the University of Washington • The course brought together the capacity building of many activities to include seismic training, inundation modeling and community resilience

It provides a clear picture of this end-to-end system. “

The interaction sharing of information among the participants was a great example of how people can be involved in preparedness and mitigation”

NTHMP Education Program2008 Activities • Conduct Inventory of Educational Material since 2004 Indian Ocean Tsunami The NTHMP does not have a complete inventory of educational materials that have been developed and available internationally - ISDR, ITIC (Tsunami Teacher), and individual countries. Identification of these resources will increase our ability to educate the public

NTHMP Education Program2008 Activities • Prepare Educational Strategic Plan • Strategic plan will identify educational requirements of States, and develop an implementation plan by using the educational inventory and the certificate course as starting points to meet tsunami educational needs of the Nation • Coordinate plan through States and Federal partners so that the Plan can be approved at the next annual NTHMP meeting • Present the NTHMP approved Plan to Congress on the second anniversary of the passage of the Tsunami Act (December 20, 2008)

  19. FY08 Budget One person (Full Time Equivalent w/overhead) $90K

  20. QUESTIONS? Public Education and training is the cornerstone that will influence long-term sustainability and promote pre-mitigation and disaster recovery planning and community commitment to reduce their tsunami risk
