  4. Instruction Summary To clearly identify roles and responsibilities of participating activities in all aspects of life cycle management of Navy courses of instruction. The current method to upgrade TE is for schoolhouses to submit OPNAV form 1500/40 to CNET. This process can take a long time. The process to replace an item deemed BER is to submit a 1543/1 to CNET. This process mirrors the CTRA process by checking for existing excess schoolhouse assets. TRAINING LOGISITICS UPDATE

Additional guidance – NAVSEALOGCEN in their role as Minor Repair & Calibration process manager, provides each schoolhouse with the handbook, NAVSEALOGCEN 53711-6785244, which provides life cycle support information for technical training equipment A synopsis of each instruction is included at the end of this presentation TRAINING LOGISITICS UPDATE

  6. TRAINING LOGISITICS UPDATE • As stated in NAVSEA 9082.1A SEA04L is designated as the GPETE acquisition manager. His responsibilities are : plan, program and budget for required TMDE, related logistics and other necessary engineering support. • Manage the Navy Consolidated GPETE Acquisition Program. Consolidate and submit Navy-wide GPETE requirements to NAVICP for procurement. • It is believed that CNET could benefit greatly form utilizing the centralized buying power of the GPETE Acquisition Program

  8. Actions to date - Provided CINCs with proposals to resolve skill set deficiencies relating to forward-deployed tenders to support former Instrumentman workload. Assisted as required, the CNET East Coast Logistics Manager by reviewing equipment requirements for relevancy and adequacy (EFR equipment reviews) Provided technical review of Submarine Training COI equipment requirements as requested by SEA 92L Completed preliminary equipment review of Advanced Physical/Dimensional Course at NTTU Keesler, initial review indicates need for course re-validation/review Completed Electromagnetic Compatibility Course equipment review. Identified need for equipment modernization, awaiting EMC program office (53H) concurrence. TRAINING LOGISITICS UPDATE

TRAINING LOGISITICS UPDATE • OPNAVINST 1550.76 • Navy Training Systems Requirements, Acquisition and Management • This instruction establishes policy and procedure and assigns responsibilities for training system requirements across the entire continuum of Navy training. It provides guidance from a life cycle perspective of documentation of training systems requirements for total ship, aircraft, equipment, system, subsystem, non-hardware acquisition and modification programs. This includes: 1) technical training equipment, training devices & simulators, 2) operational equipment and technical manuals for training purposes, 3) modifications throughout program life cycle and 4) electronic systems required for distance learning.

OPNAVINST 11102.1 Policy and Procedures for Training Equipment Facility Requirements This instruction provides for policy and procedure in regards to all situations where procurement of Technical Training Equipment (TTE)/Training Devices (TD) and logistic support is required to establish or sustain formal training at Naval Training Commands, other Naval commands which conduct formal training course and at other DoD facilities where training is conducted under U.S. Navy auspices. This instruction assigns responsibilities to support development, installation and implementation of formal training courses. TRAINING LOGISITICS UPDATE

  11. NAVEDTRA 38004A Training Acquisition and Management Plan This document provides an integrated management plan for the acquisition and development of training materials. Training materials include management materials, curriculum materials and instructional media materials. TRAINING LOGISITICS UPDATE

CNETINST 1543.4D Technical Training Equipment (TTE) This instruction is intended to promulgate specific TTE management responsibilities and provide procedures to report, acquire, manage, redistribute, support, dispose of, and replace TTE and TTE support items as required. CNETINST 4400.1E Inventory Management of Technical Training Equipment (TTE) Repair Parts This instruction provides policy and guidance for the management of Technical Training Equipment repair parts utilized within the Naval Education and Training Command. Specifically this instruction mandates the use of MicroSNAP to document and track all repair parts and Maintenance Assist Modules (MAMs) for on-board Repairables. TRAINING LOGISITICS UPDATE

CNETINST 4419.1A Central Management of Depot level Repairables for CNET Activities This instruction provides policy and procedures for centralized management of Depot Level Repairables (DLRs) with CNET activities. This instruction applies to all activities that manage, use, process, or control Aviation DLR (cog code 7R) and non-Aviation DLR items managed by NAVICP in cognizance codes 7E, 7G, 7H and 7N and General Purpose Test Equipment. The intent of the instruction is to assist with the management of DLRs and to provide one central point of contact, the Training Repairable Item Manager (TRIM). TRAINING LOGISITICS UPDATE
