    3. July 12, 2006 PCB VAR-Utility Best Practices 3 PCB Removal Program Highlights PCB Removal Program established 1981. Distribution Capacitors removed from 1981 to 1984, four years ahead of EPA deadline. Cost: $70 million. Network transformers: completed replacement of 983 PCB transformers in March 1986. Cost: $55 million. Replaced/retrofilled >500 ppm PCB transformers near food/feed facilities prior to October 1985. Series capacitor banks removed at 4 major transmission (500kV) substations; project completed in 2005. 15,000 capacitors removed. Cost: $78 million.

    4. July 12, 2006 PCB VAR-Utility Best Practices 4 Current PCB Removal Program Approximately 40,000 distribution transformers are tested annually. Distribution equipment with >50 ppm PCB are replaced or refilled. Substation equipment* testing program established PCB concentrations since 1980’s. Equipment with >500 ppm PCB are replaced or retrofilled. <500 ppm PCB equipment may also be retrofilled based on oil quality. Therefore, very few >500 ppm transformers registered in EPA database. *Some equipment not testable, e.g. bushings, PTs, are managed according to TSCA assumption rule.

For major replacement projects, incorporate into capital improvement program. Transformer repair facility in-house. Oil to TSDF for incineration. Metal salvaging for large equipment whenever possible.
